Passing a board examination is a significant milestone in one’s academic and professional journey. The feeling of success that accompanies passing the board examination can be incredibly empowering and validating. It opens up new opportunities and paves the way for a successful career ahead. However, not everyone is fortunate enough to pass on their first attempt. For those who fail, it can be a devastating blow to their confidence and self-esteem. Nevertheless, it is crucial to recognize that failure is not the end of the road. Instead, it can be a valuable learning experience that propels individuals to strive for better in the future. The impact of the feeling of success in passing the board examination and the opportunity for those who failed to be better extends far beyond just individual achievements. It can have a ripple effect that positively influences society as a whole. When individuals are given the chance to improve themselves and reach their full potential, they are more likely to contribute positively to their communities and the world at large. This can lead to a more prosperous and harmonious society where everyone has the opportunity to succeed, regardless of their past failures. Despite the many benefits of offering individuals a second chance to succeed, there are also potential drawbacks to consider. Some may argue that giving individuals multiple opportunities to pass board examinations could lower the overall standards of education and devalue the significance of passing. However, it is essential to balance the need for academic rigor with the recognition that everyone learns at their own pace and in their unique way. Ready, Set, Solar: PICE-UAE collaborates with Bayanihan Council for Solar Panels Design and Installation Engr. Joseph Steve Esteves The representatives of the Philippine Institute of Civil Engineers-UAE Chapter (PICE-UAE) have collaborated with the Bayanihan Council for the Solar Panels Design and Installation Training held on 27th of July 2024. This training aims to create and adopt the sustainable energy for the Overseas Filipino Workers (OFW) in the Philippines. The Bayanihan Council is in currently working and collaborating with the Department of Migrant Workers (DMW) on government program initiatives for the OFW’s. This makes the OFW’s have to invest by using renewable energy to be able to mitigate the effect of climate change. Adopting the renewable energy like solar panels are very significant to our environment and future. The brief history of first commercial solar panels was created by Mr. Charles Fritts in the year 1881 as continuous, constant and of considerable force not only by exposure to sunlight but also to dim, diffused daylight. However, Mr. Edmond Becquerel invent the solar thermal electric technology that concentrates the sun’s thermal energy in order to produce power. Year 1839 French scientist Edmond Becquerel discovers the photovoltaic effect while experimenting with
4 an electrolytic cell made up of two metal electrodes places in an electricity conducting solution. The basic of Solar Energy is from the sun which can be harnessed in several ways. Solar panels use the photovoltaic effect to generate electricity directly from sunlight. The sun heat can be used directly to heat water or air, or it can be concentrated to boil water, driving steam turbines that generate electricity. Solar panels use sunlight as a source of energy to generate direct current electricity. A collection of PV (photovoltaic) modules is called a PV panel, and a system of PV panels is called an array. There are three types of solar panels, 1. Portable solar panels these panels are designed to be taken with you wherever you need them to go at your convenient. 2. Flexible solar panels can be really useful in certain situations. These remarkable solar panels are built to be able to fold and can bend exactly how you need it. 3. The Roof solar panels these are commonly used to help power people’s homes. It can be placed on the roof and will soak up the sunlight in order to provide electricity. PICE-UAE, Naghatid ng Tulong sa mga Nasalanta ng Super Typhoon Carina sa Barangay Panasahan, Malolos City, Bulacan Engr. Melvin Javier Nagpakita ng malasakit at suporta ang PICEUAE sa mga residente ng Barangay Panasahan, Malolos City, Bulacan matapos itong tamaan ng Super Typhoon Carina. Ang barangay, na kilala bilang isang low-lying area at napapalibutan ng kailugan, ay isa sa mga lugar na lubos na naapektuhan ng bagyo. Marami sa mga residente, lalo na ang mga nakatatanda at mga kabataang walang kakayahang makapagluto, ang nahirapang makaahon matapos ang malawakang pagbaha. Sa pakikipagtulungan sa Punong Barangay Kapitan Rino Aniag, mga Sanguniang Kabataan, at mga kabataang boluntaryong tumulong, nagbigay ang PICE-UAE ng tulong pinansyal upang maisakatuparan ang apat na araw na hot food caravan. Ang inisyatibang ito ay naglalayong maghatid ng mainit na pagkain sa mga residente, na nagsilbing malaking ginhawa

Ang pagkakaisa at bayanihan na ipinamalas ng bawat isa, mula sa PICE-UAE hanggang sa mga kabataan ng barangay, ay nagsilbing inspirasyon sa gitna ng sakuna, patunay na ang pagtutulungan ay tunay na nagbubuklod sa atin sa harap ng anumang pagsubok. Sa kabila ng distansya, ipinamalas natin sa PICEUAE ang ating dedikasyon at malasakit sa ating mga kababayan, patunay na sa gitna ng anumang sakuna, ang pagtutulungan at bayanihan ay mananatiling buhay. Cedrich Delos Santos, before her operation for ventrical septal defect last 10th of July 2024. Heartwarming Support of PICE-UAE to Ashley, the Little Girl with Congenital Heart Defect Engr. Cedrich Delos Santos In a heartwarming update from Philippine Heart Center, a complex heart surgery on a young child has been met with resounding success, bringing relief and joy to the family who extends their deepest gratitude to all the people who donated especially to PICE-UAE. Three-year-old Ashley Baltazar, niece of PICE-UAE 2024 COPI Director Engr. Cedrich Delos Santos, underwent a critical procedure last 10th of July 2024 to address a severe congenital heart defect known as ventricular septal defect. This condition, in simpler terms, means that there is a hole in the wall separating the two lower chambers of her heart, disrupting the natural flow of her life’s blood. Ashley’s grandparents, Manuel and Guinhawa Baltazar, expressed their profound gratitude and relief following the news. “Salamat sa tulong ng PICEUAE!”, Guinhawa said with enthusiasm. Ashley, who had been experiencing significant health challenges due to her heart condition, is now in stable condition and recovering well. Medical professionals report that her progress has been swift, with her vital signs steadily improving and her spirits high. As Ashley begins her journey towards full recovery, her story stands as a beacon of hope and a testament to the power of prayers and financial aid, how big or small, are ripples to change someone’s life.

A Milestone Achievement: Mr. Ian Zapata, first PICE-UAE Scholar, graduates in Batch 2024 Engr. Melvin Javier PICE-UAE is proud to announce the successful graduation of Mr. Ian Zapata, the first scholar from our scholarship program, who earned his Bachelor’s Degree in Civil Engineering from Bataan Heroes College in 17th of July 2024. Ian’s journey is a testament to his unwavering dedication and hard work. Chosen from a competitive pool of aspirants, he distinguished himself through perseverance and academic excellence, making his way to the top and achieving his college degree. Now, Ian is focused on the next step of his journey: preparing for his Civil Engineering Licensure Examination in April 2025. Maria Lourdes Montero We, Civil Engineers are the pillar of our built-environment. We plan, design, and manage all scale of construction projects. We face diversity on a daily basis that challenges our growth and innovation, reinforcing our commitment to building resilient and impactful infrastructure. This COME Talk 15.0, organized by the PICE-UAE, by Dr. Arlan P. Beltran, PhD, provided valuable insights on “Challenges Faced by Overseas Filipino Civil Engineers in the GCC: Forging a Roadmap for a Strategic Framework” for both current and aspiring Overseas Filipino Workers (OFWs) into the challenges and opportunities faced by Filipino Engineers abroad. Based from Dr. Beltran’s study, using Casual Comparative Analysis across six GCC countries—UAE, Qatar, Saudi Arabia, Bahrain, and Oman—surveyed 3,043 Overseas Filipino Worker (OFW) engineers and architects with a self-administered questionnaire, the main issues and challenges identified include education, local licensing and registration, professional practice, and career progression. Education and Local Licensing: Degrees from the Philippines are not recognized in the GCC, where employers prioritize professional specialization certificates over academic degrees. Advancing to managerial positions typically requires graduate degrees. Filipino engineers may also lack preparation for international standards. Additionally, the PRC (Professional Regulation Commission) license is not recognized, potentially leading to Filipino engineers being downgraded to technician-level roles.
