Ahead of the inauguration, the PM also felicitated the construction workers with traditional shawls and handed over mementoes. Meanwhile, ‘Sarv-dharma’ prayers are underway at the new Parliament building, with priests from different religions reciting the traditional verses. Earlier, Prime Minister Modi installed the sacred ‘Sengol’ in the new Lok Sabha chamber, right next to the Speaker’s chair, after performing puja. PM Modi also bowed down as a mark of respect before the ‘Sengol’ during the ceremony to mark the beginning of the inauguration ceremony. The launch was carried out from Satish Shawan Space Centre in Sriharikota, Andhra Pradesh. NVS-01 is first of the India’s secondgeneration NavIC satellites that accompany enhanced features. ISRO informed in a tweet that the satellite was injected into a Geosynchronous Transfer Orbit after 19 minutes of flight. “After a flight of about 19 minutes, the NVS-O1 satellite was injected precisely into a Geosynchronous Transfer Orbit. Subsequent orbitraising manoeuvres will take NVS-01 into the intended Geosynchronous orbit,” ISRO stated. (ANI) ISRO succesfully launches advanced navigation satellite part-time. Briefing the media after a meeting of the union cabinet, Information and Broadcasting Minister Anurag Thakur said the world’s largest food storage scheme has been approved in the cooperative sector today. “This scheme will be implemented at a cost of Rs 1 lakh crore. Under this scheme, a godown of a capacity of 2,000 tonnes will be constructed in every block. An inter-ministerial committee will be formed for this. A decision has also been taken to start City Investments to Innovate, Integrate and Sustain – CITIIS 2.0 program today,” he said. In order to ensure time-bound and uniform implementation of the plan in a professional manner, the Ministry of Cooperation will implement a pilot project in at least 10 selected districts of different states and union territories in the country. The pilot would provide valuable insights into the various regional requirements of the project, the learnings from which will be suitably incorporated for the countrywide implementation of the plan. June 2, 2023 Friday INDIA THIS WEEK Take stern, prompt actions to prevent violence, bring back normalcy: Amit Shah to security forces in Manipur Imphal (Manipur), May 31 (ANI) On the third day of his visit to Manipur, Union Home Minister Amit Shah visited Moreh and Kangpokpi on Wednesday and had wide-ranging discussions with civil society organisations and security forces, directing officials to take “stern and prompt actions to prevent violence and recover looted weapons to bring back normalcy at the earliest”. The Home Minister’s direction came in a meeting with top officials in Imphal. Shah took a briefing on the security situation in Manipur from senior officials. “Home Minister held a security review meeting with top officials in Imphal. He directed them to take stern and prompt actions to prevent violence, against armed miscreants and recover looted weapons to bring back normalcy at the earliest,” said a Home Ministry statement. The Home Minister, who is on a four- day visit to Manipur till June 1, also met a delegation of the Hill tribal council, Kuki Students Organisation, Kuki Chiefs Association, Tamil Sangam, Gorkha Samaj and Manipuri Muslim council in Moreh today. The delegates expressed strong support for the government’s initiatives to restore normalcy in the state, the statement added. In Kangpokpi, Shah met delegations of civil society organisations such as the Committee on Tribal Unity, Kuki Inpi Manipur, Kuki Student organisation, Thadou Inpi and Prominent personalities and intellectuals. The Home Minister assured that “supply of essential items in hill areas and helicopter services for emergency needs in Churachandpur, Moreh and Kangpokpi will be ensured.” Home Minister also visited a relief camp in Kangpokpi and met the Kuki community members. Shah said, “We are committed to restoring peace in Manipur as early as possible and ensuring their return to their homes.” The Minister also visited a relief camp in Imphal where the members of the Meitei community are residing. In the meeting, Shah said, “Our resolve remains focused on leading Manipur back to the track of peace and harmony once again and their return to their homes at the earliest.” On his second day of visit to Manipur on Tuesday, Shah held wide-ranging discussions with civil society organisations, a group of prominent personalities, intellectuals, retired Army officers and civil servants here in Imphal. The Home Minister also reviewed the security situation with senior officials of the Manipur Police, Central Armed Police Forces and the Indian Army. In the meeting with security personnel, Shah said, “Peace and prosperity of Manipur is our top priority.” He instructed the officials to strictly deal with any activities disturbing the peace of the state. Reiterating the significance of the role of women in the society of Manipur, the Home Minister said, “Together, we are committed to ensuring peace and prosperity in the state”. The Minister visited Churachandpur on Tuesday and held a meeting with prominent personalities and a delegation of Civil Society Organisations. Later on Tuesday evening, Shah held an allparty meeting in Imphal. He had also chaired a meeting with the Manipur Chief Minister and ministers of the state, senior leaders and officials soon after he arrived in Imphal on Monday evening and assessed the situation and chalked out a plan for further steps to restore normalcy in the region. The visit was scheduled as five persons, including a Manipur Police Officer, were killed, a Bharatiya Janata Party MLA’s house was vandalised and over 1,000 arms and ammunition were reportedly looted by a mob from armories of Manipur Rifles and IRB on Sunday. Manipur faced violence on May 3 during a rally organized by the All Tribals Students Union (ATSU) to protest the demand for the inclusion of Meitei/Meetei in the Scheduled Tribe (ST) category. The march was organised in protest against the demand for inclusion of the state’s Meitei community in the ST category, following an April 19 Manipur High Court directive. Consequently, on December 10, 2020, the foundation stone of the new building of Parliament was laid by Prime Minister Narendra Modi. The newly constructed Parliament building has been built in record time with quality construction. Now the newly constructed building of Parliament, which will work to further enrich India’s glorious democratic traditions and constitutional values, is also equipped with state-of-the-art facilities which will help the Members to perform their functions in a better way. The new Parliament building will enable 888 members to sit in the Lok Sabha. In the present building of the Parliament, there is a provision for the sitting of 543 Members in the Lok Sabha and 250 in the Rajya Sabha. And the number of Rajya Sabha seats in the new building is increasing to 384. The new Lok Sabha hall has been designed on the theme of the national bird peacock. And the design of the Rajya Sabha chamber has been prepared on the theme of the national flower lotus. VK Singh, the Delhi High Court refused to quash a Central Bureau of Investigation (CBI) case against the former RAW official for allegedly revealing secret information in his book “India’s External Intelligence- Secrets of Research and Analysis Wing”. The Delhi High Court on Wednesday said, “What prejudices the national security cannot be decided by the Courts.” VK Singh had in 2008 moved a petition seeking the quashing of the CBI FIR and charge sheet against him. He had also sought a stay on trial in the matter. Justice Mukta Gupta said, “It would be a matter of trial after the witnesses are examined to see whether the revelations by the petitioner in his book is likely to affect the sovereignty and integrity of India and/or the security of the State.” “No doubt, the entire tenor of the book of the petitioner highlights certain irregularities etc. at RAW but the grievance of the respondent is as to the names of the officer, location of the places and recommendations of the GOM etc,” Justice Gupta noted in the judgment passed on May 31. Justice Mukta Gupta said, “This Court in the decisions as noted in the case of petitioner himself as also in case of Nisha Priya Bhatia has noted that what prejudices the national security cannot be decided by the Courts.” “Even in the present case, the recommendations of the GOM, which were deleted from publication, have been reproduced verbatim by the petitioner,” the bench noted. “The petitioner has heavily relied upon some other books and articles wherein references have been made to the recommendations of the Group of Ministers (GOM) but it may be noted that in none of those articles or publications the recommendations of the GOM have been reproduced verbatim,” the court said. “It may also be noted that the petitioner himself was of the opinion that similar revelations by the two other authors and publishers amounted to an offence under the Official Secrets Act and thus filed a complaint wherein cognizance was taken by the learned CMM; though on a challenge before this Court, the same was set aside as the complaint was not filed by the competent authority,” it added. “Thus, it would be a matter of trial after the witnesses are examined to see whether the revelations by the petitioner in his book is likely to affect the sovereignty and integrity of India and/or the security of the State,” the bench observed. A complaint was filed by B.Bhattacharjee, Deputy Secretary, Government of India, Cabinet Secretariat with CBI seeking legal action against the petitioner Major General (retired) VK Singh under the provisions of Officials Secrets Act on which FIR on September 20, 2007, was registered by CBI against the petitioner. “The allegations in the FIR against the petitioner are that he revealed secret information by the publication of his book titled “India’s External Intelligence- Secrets of Research and Analysis Wing (RAW)”. On an application filed by CBI, search warrants were issued by the court on September 20, 2007, permitting CBI officers to conduct a search of the premises of the petitioner, whereafter the search was conducted and a compliance report was filed on September 24, 2007. The Central Government by its order of April 7, 2008, under the Officials Secrets Act, 1923 authorized Saurabh Tripathi, S.P., CBI to file a complaint in this respect in the Court. On April 9, 2008, a complaint was filed against the petitioner and Vivek Garg under Section 13 of the Officials Secrets Ontario [Canada], May 27 (ANI): A Sikh woman, Davinder Kaur, who was contemplating divorce from her estranged husband Nav Nishan Singh was tragically stabbed in Canada‘s Brampton last Friday (Friday), reported CBC News. Citing Peel Regional Police, CBC News reported that officers received a 911 call for medical assistance in the park at about 6 pm. 44-year-old Singh has been charged with first-degree murder, and he appeared in court in Brampton on Saturday, reported CBC News, the country’s 24-hour news channel is a division of the Canadian Broadcasting Corporation. Davinder Kaur, 43-year-old was stabbed after agreeing to meet her estranged husband at Sparrow Park, located near Cherrytree Drive and Sparrow Court. According to her brother Lakhwinder Singh, who lives in the United States, Kaur was considering a divorce from her husband, Singh. He mentioned that her husband left six months ago. According to her brother, the couple had been married for more than 20 years and had four children together. CBC News reported three of them live in Brampton and one in India. Kaur was discovered by emergency personnel with “obvious signs of trauma.”Despite Peel paramedics’ efforts to save her life, she died on the spot. Her husband was found roughly at a distance of two kms by police. An advocacy group, the Peel Committee Against Women Abuse (PCAWA) said in a statement that it is “outraged and deeply saddened” by the news that Kaur was allegedly murdered by her husband, CBC News reported. Earlier in March, another such incident of stabbing came to the fore when an Indian-origin man stabbed a 37-year man outside Canada‘s Vancouver Starbucks cafe and was charged with second-degree murder, Global News reported citing local police. The suspect, 32-year-old Inderdeep Singh Gosal, was arrested at the scene. Paul Stanley Schmidt, 37, was stabbed outside the cafe at the corner of Granville and West Pender streets around 5:40 pm on Sunday following a “brief altercation,” according to police. Giving more details about the incident, Alex Bodger, an eyewitness said it was very traumatizing to see and hear, reported Global News. “It’s not something you think you would see walking down the street in Vancouver on a Sunday,” he said. (ANI) Canada: Estranged husband arrested for stabbing his Sikh wife to death in Brampton Act (OSA). On an application, the complaint filed by CBI was stayed till further proceedings pending and filing of chargesheet. The final report in the investigation in FIR under Sections 3 and 5 of OSA and under Sections 120B and 409 Indian Penal Code (IPC) against the petitioner was filed on April 11, 2008, with a request to keep the classified documents in sealed cover. On April 17, 2008, the Trial Court tagged the charge sheet and the complaint case against the petitioner. The CMM Court had taken Cognizance on January 31, 2009, of the complaint for an offence punishable under Sections 3 and 5 of OSA and on the charge sheet for an offence punishable under Section 409 read with Section 120B IPC, however, sanction was received on April 1, 2009. Thereafter, the petition seeking quashing of the FIR and charge sheet was filed. Later, an application seeking a stay of the trial wherein this Court on February 13, 2009, exempted the petitioner from appearing personally before the Trial Court. It was argued by the counsel for the petitioner VK Singh that the petitioner’s intention to write the book was to highlight two major issues, that is, lack of accountability and corruption in the Research and Analysis Wing (R&AW). According to the petitioner, he reported the instances of corruption that came to his notice while he was serving in R&AW itself. One such is the procurement of VHF/UHF Antennae and the second regarding the procurement of communication equipment by SPG. It was the case of the petitioner that initially the deals were put on hold however, as the petitioner left R&AW, deals were revived and equipment was purchased at the original price. It was also submitted that the charge of the CBI on the petitioner of revealing secrets that are allegedly harmful to the country’s security and sovereignty is totally baseless and unfounded. It was submitted by the counsel for the petitioner that on January 31, 2009, the CMM took cognizance of the offence under Sections 3/5 of OSA, 1923 along with Sections 409 read with Section 120 B of IPC without the requisite sanction by the Central Government as required in terms of Section 197 of Cr.P.C. and thus, it makes the cognizance so taken as arbitrary and Consequently renders the entire proceedings as void. It is pertinent to mention that the sanction was subsequently signed on April 1, 2009, which clearly establishes that the sanction was accorded after two months of taking the cognizance whereas, Section 197 Cr.P.C. clearly mandates the requirement of a “previous sanction”, the high court said in the judgment. According to Scoop, the G20 Tourism Working Group meeting from May 22 – 24 in Srinagar came at a critical time when the Valley of Kashmir has been making persistent efforts to bounce back on the map of international tourism as an abode for domestic and international travellers. During the meeting, Srinagar was lined with fluttering posters, welcoming the delegates from different countries to what is aptly described as a paradise. Kashmir, because of its scenic beauty, has been a favorite among domestic and international tourists. Its mouthwatering delicacies and, most importantly, an eclectic mix of cultures presents the region as an enchanting cultural mosaic. However, in recent years, the geopolitical din and the shadow of extremism have prevented Kashmir from making the most of its tourism economy, necessitating efforts to overcome the hurdles that keep Kashmir from thriving as “the warmest place on earth”, according to Scoop.
