It has advised banks to stop issuing Rs 2000 denomination banknotes with immediate effect. Meanwhile, RBI said that citizens will continue to be able to deposit Rs 2000 banknotes into their bank accounts and/or exchange them into banknotes of other denominations at any bank branch up to September 30, 2023. The Rs 2000 denomination banknote was introduced in November 2016, primarily to meet the currency requirement of the economy in an expeditious manner after the withdrawal of the legal tender status of all Rs 500 and Rs 1000 banknotes in circulation at that time. The objective of introducing Rs 2000 banknotes was met once banknotes in other denominations became available in adequate quantities. Therefore, the printing of Rs 2000 banknotes was stopped subsequently in 201819, stated RBI. About 89 per cent of the Rs 2000 denomination banknotes were issued prior to March 2017 and are at the end of Bengaluru (Karnataka) [India], May 20 (ANI): Congress leader Siddaramaiah was sworn in as the Chief Minister of Karnataka for the second time on Saturday after the party’s thumping victory in the Assembly elections. Governor Thaawarchand Gehlot administered the oath of office and secrecy to Siddaramiah at the swearing-in ceremony held at the jam-packed Kanteerava Stadium in Bengaluru. This is the same stadium where Siddaramaiah took oath in 2013 when he became Chief upto a limit of Rs 20,000 at a time at any bank starting from May 23, 2023,” RBI said. The Rs 2,000 denomination bank notes which the RBI has decided to withdraw from circulation will continue to remain legal tender even after September 30, sources informed ANI. The central bank believes that fourmonth time is enough for people to exchange these notes at banks. Most of the Rs 2,000 notes that are in circulation are expected to return to banks within the given time frame of 30 September. This is a routine exercise of RBI and people need not panic,” the source told ANI. (ANI) Minister for the first time. May 26, 2023 Friday INDIA THIS WEEK “No more drugs, rowdyism will be tolerated in Karnataka”: DK Shivakumar Bengaluru (Karnataka) [India], May 24 (ANI): Karnataka Deputy Chief Minister DK Shivakumar instructed the police officials to maintain law and order in the state asserting to form a corruption-free government for the people. “No more drugs and any kind of rowdyism will be tolerated in the state, the police department will be responsible for all this. We should give the corruptionfree government to the people of the state,” said Shivakumar on Tuesday. He further said that all the unauthorised clubs in the state will be closed, adding that the people are looking for a change. “I have given warning to the police department, not to wear saffron on the uniform,” said DK Shivakumar. Karnataka Chief Minister Siddaramaiah instructed the police officials to give priority to solving traffic problems in Bengaluru city and controlling cyber crimes. “People have elected a new government with the expectation of change. Officials should work to respond to their problems,” CM Siddaramaiah said. The Chief Minister said that he will hold a separate meeting to discuss the issue of traffic congestion in Bengaluru and strict legal action should be taken against disturbing, inflammatory and provocative posts on social media. He suggested that the Hoysala patrol should be always vigilant to prevent crimes. Siddaramaiah further said, “Senior officers should visit and inspect police stations. People who come to the police station should be treated politely.” He said the government will not tolerate hooliganism, illegal club activities, or drug mafia. “Be careful about maintaining social harmony, if the peace and order situation deteriorates, the concerned authorities and officers will be held responsible,” he added. He said that action will be taken without hesitation if there is any dereliction of duty.

May 26, 2023 Friday INDIA THIS WEEK Centre brings ordinance on control of services in Delhi New Delhi [India], March 19 (ANI): The Union government on Friday brought an ordinance to notify rules for the Government of National Capital Territory of Delhi (GNCTD) regarding the ‘transfer posting, vigilance and other incidental matters’. The ordinance has been brought to amend the Government of National Capital Territory of Delhi Act, 1991 and it circumvents the SC judgement in the Centre vs Delhi case. The Ministry of Law and Justice stated in the notification, “In view of its special status as a national capital, a scheme of administration has to be formulated by Parliamentary law, to balance both local and national democratic interests which are at stake, which would reflect the aspirations of the people through joint and collective responsibility of both the Government of India and the Government of National Capital Territory of Delhi (hereinafter referred to as GNCTD)”. An ordinance has been passed by the Centre to constitute ‘National Capital Civil Services Authority’ in Delhi. This comprises Delhi CM, Chief Secretary and Home Secretary of Delhi government. They will now decide on the transfer and posting of Group ‘A’ officers and DANICS officers serving in Delhi government. “With a view to give effect to the intent and purpose behind the provisions of Article 239AA, a permanent authority headed by the democratically elected Chief Minister of Delhi along with Chief Secretary, GNCTD the head of the administration representing the will of the officers of GNCTD and the Principal Secretary Home, GNCTD is being introduced to make recommendations to the Lieutenant Governor regardingmattersconcerning transfer posting, vigilance and other incidental matters,” the notification stated. It added, “This would statutorily balance the interest of the nation with the interest of Union Territory of Delhi in the administration of the capital by giving purposeful meaning to the manifestation of democratic will of people reposed both in the Central Government as well as the GNCTD“. The Ministry further notified that in case of “difference of opinion” between the Lieutenant Governor and the Delhi government, the decision of the LG shall be “final”. “The Lieutenant Governor, after the receipt of such recommendation under sub-section (1) or sub-section (2) of this section, may pass appropriate orders giving effect to the recommendation made: Provided that the Lieutenant Governor, before passing appropriate orders on such recommendation, may ask for any relevant material regarding the Group ‘A’ officers, including the officers of the All India Services and DANICS, serving in the affairs of the Government of National Capital Territory of Delhi,” the notification stated. It added, “Provided further that in case the Lieutenant Governor differs with the recommendation made, whether based upon the material so called for or otherwise, the Lieutenant Governor may, for reasons to be recorded in writing, return the recommendation to the Authority for reconsideration by the Authority: Provided also that in case of difference of opinion, the decision of the Lieutenant Governor shall be final”. Notably, this comes days after a Constitution bench of the Supreme Court, in an unanimous verdict, said that the Delhi government must have control over services, and the Lieutenant Governor is bound by its decision. The court said that the Delhi government similar to other States represents the representative form of government and any further expansion of the Union’s power will be contrary to the Constitutional scheme. Earlier in the day, Delhi CM Arvind Kejriwal had expressed apprehension that the central government might bring an ordinance to “overturn or reverse” the SC ruling. The CM added, “I hope it is a rumour because if it happens, it will be a betrayal of the people of Delhi and the country. This is the order of the Constitutional Bench of the Supreme Court. At least the government should follow that”. Supreme Court held that if administrative services are excluded from the legislative and executive domains, the ministers would be excluded from controlling the civil servants who are to implement the executive decisions. It said that states too have the power but the executive power of the State will be subject to the existing law of the Union. It has to be ensured that the governance of States is not taken over by the Union. Supreme Court said in a democratic form of government, the real power of administration must rest with the elected government. If a democratically elected government is not given the power to control the officers, the principle of the triple chain of accountability will be redundant. It said if the officers stop reporting to the ministers or do not abide by their directions, the principle of collective responsibility is affected. A five-judge Constitution bench of CJI DY Chandrachud and Justices MR Shah, Krishna Murari, Hima Kohli and PS Narasimha pronounced the judgment on May 11. The five-judge bench had reserved its judgment on January 18 this year. Governance of the national capital has witnessed a power struggle between the Centre and the Delhi government since the Aam Aadmi Party (AAP) came to power in 2014. The case was posted before a Constitution bench after a three-judge bench had in May 2021 decided to send it to a larger bench on a request the notification stated. SC stays NGT order of

Rs 100 crore penalty on Andhra govt in Avulapalli reservoir case New Delhi [India], May 24 (ANI): The Supreme Court has put on hold an order of the National Green Tribunal (NGT) which had imposed a penalty of Rs 100 crore on Andhra Pradesh for obtaining environmental clearance for the Avulapalli reservoir project in violation of environmental norms. A bench of Justices Sanjiv Khanna and MM Sundresh has stayed the direction given in the order with regard to penalty/ compensation, subject to the State government depositing an amount of Rs 25 crore with the authorities within a period of eight weeks. The apex court in its order stated, “Issue notice, returnable in the month of October 2023. In the meanwhile, there will be a stay on the direction given in the impugned judgment INDIA THIS WEEK FRIDAY MAY 26, 2023 5 with regard to penalty/ compensation, subject to the appellants depositing an amount of Rs.25 crore with the authorities within a period of eight weeks.” The order of the apex court came on a plea filed by the Andhra Pradesh government challenging an order of the green tribunal which set aside environmental clearance granted to the Avulapalli reservoir in the state. On May 11, the NGT, on the plea filed by farmers, had set aside the environmental clearance given by the state-level Environment Impact Assessment Authority (SEIAA) for the construction of the Avulapalli balancing reservoir. It had also imposed a penalty of Rs 100 crore on Andhra Pradesh payable to the Krishna River Management Board within three months. Siddaramaiah,74, launched several welfare schemes during his five-year tenure as Chief Minister from 2013 and it helped the Congress campaign during the assembly polls which had several peopleoriented promises. During his long political career, Siddaramaiah has lost elections but has bounced back due to his strong determination and his quest for “social justice”. Uttarakhand: 26 goats killed by lightning in Uttarkashi Uttarkashi (Uttarakhand) [India], May 24 (ANI): Twenty-six goats taken for grazing were killed due to lightning strikes in the Uttarkashi district of Uttarakhand on Wednesday. According to the officials of the Disaster Operation Center, the goats were taken in the forest near Kamar village Tok of Bhatwadi block of Uttarkashi. “Out of 26 dead goats, 19 belonged to shepherd Mahendra Singh, 2 goats belonged to Hukm Singh and 5 goats belonged to Narayan Singh,” said Disaster Operation Center officials. After getting information about the death of goats due to lightning, the team of the Animal Husbandry Department along with the revenue team inspected the spot. Addressing a joint press conference in Sydney, Australia, PM Albanese said, “I’m pleased to announce the establishment of a new Australian Consulate General in Bengaluru, which will help connect Australian businesses to India‘s booming digital and innovation ecosystem. And I welcome India‘s plans for a consulate general in Brisbane.” “The Bengaluru establishment will be the fifth diplomatic presence that is there in India from Australia. I want to thank you again, Prime Minister Modi for visiting and receiving such a warm welcome here. And I look forward to returning to India in September for the G 20 leaders summit,” he added. After exchanging the MoUs on mobility, migration, and green hydrogen task force, PM Modi and the Australian PM addressed the press conference in Australia. The Australian PM also spoke about his meeting with PM Modi in a year. He said that this is the sixth meeting with PM Modi in a year. He also talked about the Quad Summit, which took place in Japan’s Hiroshima on the sidelines of the Group of Seven or G7 Summit. The Australian PM reiterated the Quad Summit statement and said, “Quad leaders stand together for an open, stable, secure, and prosperous Indo-Pacific region. A region where sovereignty is respected and all countries large and small benefit from a regional balance that keeps the peace. This is my 6th meeting with prime minister Modi in one year.” “My visit to India in March for the Australia India Annual Leaders’ Summit focused on the key pillars of our relationship trade, investment and business cooperation, defence and security cooperation, climate and energy cooperation, and of course, people-to-people links,” Albanese added. He further stated that, in today’s bilateral meeting, both the leaders further built on those pillars. They reiterated the shared ambition for an early conclusion of the Australia– India Comprehensive Economic Cooperation Agreement later this year. S y d n e y [Australia], May 23 (ANI): Prime Minister Narendra Modi on Tuesday said that a new Indian Consulate will be opened soon in the Australian city of Brisbane. Addressing a community event in Sydney on the second day of his visit to Australia, PM Modi said that IMF considers India a bright spot in the global economy and the World Bank believes that if anyone is challenging global headwinds, it is India. “As per the demands of Indian-origin people in Brisbane, a new Indian Consulate will be opened soon in Brisbane,” he said. India has High Commission in Canberra and Consulates in Sydney, Melbourne and Perth. Australian Prime Minister Anthony Albanese was also present at the event. FRIDAY MAY 26, 2023 9 Sale Ends 6/05/2023 Karnataka: At first Cabinet meeting, Congress govt passes orders to implement 5 ‘guarantees’ Bengaluru (Karnataka) [India], May 20 (ANI): The newly elected Karnataka Chief Minister Siddaramaiah on Saturday said that the first Cabinet meeting has issued orders for the implementation of five guarantees which were promised by the party before the elections. The five ‘main’ guarantees are 200 units of free power to all households (Gruha Jyoti); Rs 2,000 monthly assistance to the woman head of every family (Gruha Lakshmi); 10 kg of rice free to every member of a BPL household (Anna Bhagya); Rs 3,000 every month for unemployed graduate youth and Rs 1,500 for unemployed diploma holders (both in the age group of 18-25) for two years (Yuva Nidhi) and free travel for women in public transport buses (Uchita Prayana). Addressing a press briefing after the first Cabinet meeting in Vidhan Soudha, here, Karnataka CM Siddaramaiah said, “Five guarantees in the manifesto were promised and the order for the implementation of those five guarantees was given after the first cabinet meeting. All will be in force after the next cabinet meeting which will be called within a week.” The Karnataka Legislative Assembly session is to be held on Monday, Tuesday and Wednesday, next week. Also, hours after swearing-in as Chief Minister, Siddaramaiah lashed out at the previous Bharatiya Janata Party government saying that the government ruling before was useless. “Government which was ruling earlier was useless. They couldn’t get us the share of taxes properly. The Centre has to give us Rs 5,495 crores as per the finance commission recommendation.” Earlier in the day, as many as eight Congress MLAs were sworn in as ministers in the Karnataka Cabinet during the oathtaking ceremony in Bengaluru on Saturday. Congress president Mallikarjun Kharge’s son Priyank Kharge, party’s MLAs G Parameshwara and MB Patil were among the eight MLAs. The other MLAs who took oath included KH Muniyappa, KJ George, Satish Jarkiholi, Ramalinga Reddy and BZ Zameer Ahmed Khan. Top brass of the Congress party including the Gandhi family members Rahul Gandhi and Priyanka Gandhi, party’s national president Mallikarjun Kharge were present on the occasion. The Chief Ministers of the Congressruled states including Himachal CM Sukhvinder Singh Sukhu, Rajasthan CM Ashok Gehlot, and Chhattisgarh CM Bhupesh Baghel attended the event. The party had also sent an invitation to numerous opposition parties and their leaders. Tamil Nadu Chief Minister MK Stalin, Bihar Chief Minister Nitish Kumar and his Deputy Tejashwi Yadav, former Jammu and Kashmir Chief Minister Mehbooba Mufti, Farooq Abdullah were also present during the swearing-in ceremony. Other opposition leaders who were present included Sharad Pawar, and Kamal Haasan. Actor and Makkal Needhi Maiam chief Kamal Haasan attended the swearing-in ceremony of the newly-elected Karnataka Government in Bengaluru. Ahead of the ceremony, Rahul Gandhi, Shivakumar and Siddaramaiah were seen holding each other’s hands in the air as a show of strength and unity. Congress bagged 135 seats in the May 10 elections to the 224-member Karnataka Assembly ousting the ruling BJP, which got 66 seats while the Janata Dal (Secular) secured 19 seats in the results declared on May 13.
