The instant case was registered against the Deputy Chief Minister and In-charge Excise Minister and 14 others for an investigation into the matter of alleged irregularities in framing and implementation of the Excise Policy for the year 2021-22 and extending post tender benefits to private persons. A chargesheet has been filed on December 25, 2022, against the CEO of a Mumbai-based private company and six others. Further investigation is being carried out. The Deputy CM was issued a notice under Section 41A of the Code of Criminal Procedure (Cr.P.C) for attending the investigation on February 19, 2023. “However, he sought time of one week citing his pre-occupation. Accepting his request, he was issued a notice under Section 41A Cr.P.C for attending the investigation today (on February 26, 2023) for answering various questions evaded by him during his examination with evidence to the contrary. Therefore, he has been arrested. When we reassessed patients diagnosed with bipolar, schizophrenia and some of the other mental disabilities, a lot of them were rediagnosed as autistic in last decade. They were diagnosed with other conditions originally because autism as a condition was not known. Because of the information available, a lot of patients are able to describe their autism. We are able to identify triggers for certain autistic behaviors and work on them. March 3, 2023 Friday INDIA THIS WEEK Indian govt made significant efforts to detect, disrupt, degrade operations of terrorist organisations: US report Washington [US], February 28 (ANI): The Indian government has made significant efforts to detect, disrupt, and degrade the operations of terrorist organisations, according to the US Bureau of Counterterrorism‘s ‘Country Reports on Terrorism 2021: India‘. “The Indian government made significant efforts to detect, disrupt, and degrade operations of terrorist organisations,” the US Bureau of Counterterrorism‘s report read. As per the report, in 2021, terrorism affected the Union Territory of Jammu and Kashmir (J&K), the northeastern states, and parts of central India. Lashkar-e-Tayyiba, Jaishe-Mohammed, Hizbul Mujahideen, ISIS, al-Qa’ida, Jamaat-ul-Mujahideen, and Jamaat-ul-Mujahideen Bangladesh, are the terrorist groups active in India. A shift was observed in terrorists’ tactics in 2021. They shifted towards attacks on civilians and greater reliance on IEDs, including an explosive attack using drones on an air force base. The US, India in October 2021, held the 18th meeting of the Counterterrorism Joint Working Group, and in November 2021, India hosted the second Quad counterterrorism tabletop exercise along with Australia and Japan. According to the ‘Country Reports on Terrorism 2021: India‘ report, India responds promptly to U.S. requests for information related to terrorism investigations and makes efforts to mitigate threats in response to U.S. information. Collaborative efforts to disrupt terrorist travel continue and alerts are issued to U.S. authorities for possible threats in the United States and against U.S. interests. In 2021, 153 terrorist attacks were reported in India‘s Jammu and Kashmir. The attacks caused 274 deaths which included 45 security personnel, 36 civilians, and 193 terrorists. Other notable attacks included an attack on November 1 in Manipur, in which the People’s Liberation Army of Manipur and Naga People’s Front killed seven persons in an ambush, including an Indian Army officer and his wife and minor son. There were, however, no changes in India‘s terrorism-related legislation in 2021. India expanded the number of state-level Multi-Agency Centers to strengthen sharing of intelligence among state and federal agencies. According to the official report, India implemented UNSCR 2396 by using watch lists, implementing biographic and biometric screening at ports of entry, and prioritizing information sharing. Pursuant to a bilateral arrangement, the U.S. and Indian governments have committed to collaborating on improving border security and informationsharing capabilities. The U.S. government is still pending a decision from the Government of India on an offer to collaborate on watchlisting assistance. India is implementing dual-screen X-raying for cargo screening at airport locations. Significant law enforcement actions by India include a National Intelligence Agency (NIA) Special Court sentencing three Lashkar-e-Tayyiba/ Harkat-ul-Jihad-e-Islami terrorists to prison sentences of ten years for weapons smuggling, eight Jamaatul-Mujahideen Bangladesh terrorists were convicted for attacks with explosives in Bodh Gaya in 2012. The NIA through September 2021, investigated 37 cases related to ISIS and arrested 168 people. India is a member of FATF, theAsia/Pacific Group on Money Laundering, and the Eurasian Group. India‘s Financial Intelligence UnitIndia is part of the Egmont Group. NIA investigated nine cases of possible terror funding, according to the US report. The Indian Army runs schools, training courses, recruitment drives, medical camps, and emergency services in Jammu and Kashmir to prevent “radicalization”.

While meeting with Jaishankar, Cleverly raised the issue of searches on BBC offices in India. Special Judge MK Nagpal on Monday decided to send Manish Sisodia to CBI remand till March 4. Sisodia was arrested on Sunday in an ongoing investigation of a case related to alleged irregularities in the framing and implementation of the excise policy of the Delhi government The court said, keeping in view the facts and circumstances, the accused is being remanded to CBI custody for a period of five days ie till March 4 for his further and extensive interrogation. The court observed that the accused had joined the investigation of this case on two earlier occasions, but it has also been observed that he has failed to provide satisfactory answers to most of the questions put to him during his examination and interrogation conducted and has thus, failed to legitimately explain the incriminating evidence which has allegedly surfaced against him in the investigation conducted so far. It is true that he cannot be expected to make self-incriminating statements, but the interests of justice and of a fair investigation require that he should come up with some legitimate answers to the questions which are being put to him by the Investigation Officer. Some of his subordinates are found to have disclosed certain facts which can be taken as incriminating against him and some documentary evidence against him has also already surfaced and a proper and fair investigation requires that some genuine and legitimate answers to the questions being put to him about the same are to be found and hence, in considered opinion of this court, this can only be done during custodial interrogation of the accused, noted the court. D u r i n g arguements, CBI counsel told the court that the Delhi Deputy CM’s custodial interrogation is required for an effective investigation into the case. While seeking five days’ remand of Sisodia, CBI said, “Conspiracy was hatched in a very planned and secret manner.” Meanwhile, senior Advocate Dayan Krishnan appeared for Sisodia and opposed the remand application of CBI. “if someone is not willing to say something, that cannot be a ground for arrest,” argued Sosodia’s lawyer. What should I do with a phone that I changed? I am a minister, I cannot send it to a second-hand shop, it would have important data. CBI confronted me with the material but I did not confess. The Remand application says I gave evasive replies. This cannot be a ground for remand. They search my residence on August 19. 2022. I handover my phone. The CBI on Sunday released a statement on Sisodia’s arrests, claiming he was giving evasive replies and was not cooperating in the ongoing investigation in the liquor scam case. Former Union Law Minister Ashwani Kumar on Tuesday said that Deputy Chief Minister Manish Sisodia’s remand for custodial interrogation by the CBI is a violation of the constitutional principles, said a statement. K u m a r ’ s statements came after Delhi’s Rouse Avenue Court on Monday sent him to CBI custody for five days. Amid the ongoing political crisis in the Aam Aadmi Party, Delhi Chief Minister Arvind Kejriwal has called a meeting of party councillors and MLAs on Wednesday evening. The meeting has been called in the wake of a cabinet reshuffle which was mandated after top cabinet ministers Manish Sisodia and Satyendar Jain resigned from their respective positions following corruption allegations. The party organization can also be discussed in the meeting, according to sources. Meanwhile, Delhi Lieutenant Governor VK Saxena on Wednesday approved Chief Minister Arvind Kejriwal’s proposal to allocate new departments to ministers Kailash Gahlot and Rajkumar Anand.
