Taking to her Twitter handle, Miller said that the people of Maryland chose “unity over division, expanding rights over restricting rights and hope over fear.” She stated that residents of Maryland chose Wes Moore as their Governor while she secured victory in the race to become Lieutenant Governor. Acknowledging the support of Maryland residents, Aruna Willer tweeted, “Maryland, tonight you showed the nation what a small but mighty state can do when democracy is on the ballot. You chose unity over division, expanding rights over restricting rights, hope over fear. You chose Wes Moore and me to be your next Governor and Lieutenant Governor.” In another tweet, Miller stated, “Ever since I came to this country in 1972, I’ve never stopped being excited for the promise of America. I will never stop fighting to make sure that promise is available to everyone. And this promise New Delhi [India], November 7 (ANI): The Supreme Court on Monday while upholding 10 per cent EWS reservation amongst the general category in admissions and jobs, opined that it is time to revisit reservation, the affirmative action system followed in India. In a majority judgment by 3:2, a five-judge Constitution bench upheld the validity of the Constitution’s 103rd Amendment Act 2019 saying EWS quota does not violate the basic structure of the Constitution. Chief Justice of India UU Lalit and S Ravindra Bhat dissented on the majority verdict and struck down the 103rd Amendment Act. Majority bench, Justices Dinesh Maheshwari, Bela Trivedi and JB Pardiwala by their three separate concurring judgments upheld the EWS Amendment. She ran for Congress in 2018 in Maryland’s 6th Congressional District and secured the second spot among eight candidates. She is married to Dave Miller and they have three daughters. Aruna Miller resides in Montgomery County with her family. Muraleedharan on Tuesday underlined the importance of diplomatic relations with Brazil, saying unprecedented economic transformation taking place in India opens up immense opportunities for bilateral cooperation for other countries. “Today, our Strategic Partnership has deepened and substantive progress has been made in priority areas of Bio-energy, Oil and Natural Gas, Animal Husbandry, Healthcare, Defence, Space and Cyber Security. There has also been a rapid growth in bilateral trade and investment, with over 63 per cent increase in trade last year, making India the 5th largest trading partner of Brazil,” MoS Muraleedharan said. “ T h e unprecedented economic transformation taking place in India opens up immense opportunities for bilateral cooperation and I am confident that our countries will soon reach the bilateral trade target of USD 15 billion,” he added. Muraleedharan is on an official visit to Brazil. This is his first-ever visit to Brazil and part of the high level exchanges between India and Brazil. During his visit, MoS attended the Solemn Session on 75 years of India’s Independence in the Brazilian Parliament (Congresso Nacional). During his speech, Muraleedharan said it gives him immense pleasure to take part in this Solemn Session on India’s 75 years of Independence in one of the most respected democratic institutions of the world! “It is a great honour for the 1.3 billion people of India and I carry with me to this House, their greetings and warm wishes of friendship. It is also a great privilege for me, to address this august gathering of leaders of the vibrant democracy of Brazil,” he said. “It is also a happy coincidence that Brazil is celebrating 200 years of Independence. MoS Muraleedharan said the India-Brazil ‘Strategic Partnership’ forged in 2006 continues to provide a solid framework to deepen our multifaceted ties and the creation of plurilateral forums such as IBSA, the G4 and BRICS have given a new meaning and brought greater dynamism to our relationship. He also noted the increase in the number of Indian companies investing in Brazil and this year alone over USD 3 billion have been invested by Indian companies in Brazil. This marked surge in investment flows will only complement our already growing trade ties. “India has made rapid advances in the field of renewable energy and is moving quickly towards a green future. PresidentDroupadi Murmu will administer the oath of Office of the Chief Justice of India to Justice Chandrachud at Rashtrapati Bhavan here at 10:00 am today. J u s t i c e Chandrachud will become the 50th CJI and will assume office on November 9. He will have a tenure till November 10, 2024. Supreme Court judges retire at the age of 65. J u s t i c e Chandrachud is the second most senior judge of the Supreme Court. His father Justice YV Chandrachud was the 16th Chief Justice of India serving from February 2, 1978, to July 11, 1985. J u s t i c e Chandrachud, born on November 11, 1959, was appointed judge of the Supreme Court on May 13, 2016. He was the Chief Justice of the Allahabad High Court from October 31, 2013, until his appointment to the Supreme Court. Justice Chandrachud was the judge of the Bombay High Court from March 29, 2000, until his appointment as Chief Justice of the Allahabad High Court. He had also served as Additional Solicitor General of India from 1998 until his appointment as a judge in the Bombay High Court. He was designated as a senior advocate by the Bombay High Court in June 1998. J u s t i c e Chandrachud succeeds Justice UU Lalit. Justice Lalit on October 11, had recommended Justice DY Chandrachud‘s name as his successor to the Centre in accordance with the convention. President Murmu had appointed him as the next CJI on October 17. The Union Law Ministry had recently initiated the process for the appointment of the next CJI, asking the outgoing CJI to recommend his successor. According to the Memorandum of Procedure (MoP), which governs the process of appointment of judges in the higher judiciary, the outgoing CJI initiates the process of naming the successor after getting a communication from the Law ministry. The MoP states that the senior-most judge of the Supreme Court is considered fit to hold the office of the CJI and the views of the outgoing head of the judiciary have to be sought at the appropriate time. The MoP, however, does not specify the time limit for the initiation of the process of recommending the name of the successor CJI. (ANI) Kerala Cabinet to bring ordinance to remove Governor from post of Chancellor Thiruvananthapuram (Kerala) [India], November 9 (ANI): Amidst the ongoing tussle between Governor and the Left government, the Kerala Cabinet on Wednesday decided to bring in an ordinance to remove Governor Arif Mohammad Khan from the post of Chancellor. However, the State Cabinet is planning to bring in an expert in place of the Chancellor. The decision came after Governor Arif Mohammad Khan sought the resignations of vicechancellors of all nine universities in the state. As per an order issued by the Kerala Governor- ViceChancellors of the University of Kerala, Mahatma Gandhi University, Cochin University of Science and Technology, Kerala University of Fisheries and Ocean Studies, Kannur University, APJ Abdul Kalam Technological University, Sree Sankaracharya University of Sanskrit, University of Calicut and Thunachath Ezhuthachan Malayalam University have been asked to resign from their posts. Later the VCs of nine universities moved the High Court challenging the Governor’s order to tender their resignations. The Governor had also appointed Ciza Thomas as Vice Chancellor incharge of the APJ Abdul Kalam Technological University (KTU) in Thiruvananthapuram. Meanwhile, CM Pinarayi Vijayan government had requested the High Court to stay the appointment that was ordered by Kerala Governor Arif Muhammad Khan, chancellor of the state universities. However, the court on Tuesday declined to stay the appointment. The Supreme Court in October sacked Dr Rajasree MS from the Vice Chancellor post citing a violation of UGC norms. A bench of justices MR Shah and CT Ravikumar allowed the appeal filed by Professor Sreejith P.S. challenging the Kerala High Court order dated August 2, 2021.

However, Justice Pardiwala said that reservation has continued for past seven decades and “should not continue for an indefinite period of time so as to become a vested interest.” Pronouncing judgment, Justice Maheshwari said that 10 per cent EWS reservation was an affirmative step and reservation exclusively on the grounds of economic backwardness. Reservation, Justice Maheshwari said is an instrument of affirmative action so as to ensure “allinclusive march towards goals of egalitarian society” and “It is a means of the inclusion of any class or section so disadvantaged. Reservation on economic basis does not violate the basic structure of the Constitution.” Justice Bhat pronouncing the dissent verdict ruled against the 103rd Amendment of the Constitution declaring it unconstitutional and void. Finding flaws with the exclusion of SC/ST and the OBC from EWS reservation, Justice Bhat said that the identifier for 10 per cent EWS reservation is based on “deprivation faced by individuals”, therefore, which community the individual belongs to is “irrelevant” as an individual who is a target of the new 10 per cent reservation may be a member of any community or class. The net effect of the entire exclusionary principle, Justice Bhat said is “Orwellian”, which is that all the poorest are entitled to be considered, regardless of their caste or class, yet only those who belong to forward classes or castes, would be considered, and those from socially disadvantaged classes for SC/STs would be ineligible. The Constitution bench verdict came on a batch of petitions, filed by NGOs Janhit Abhiyan and Youth for Equality, among others, challenging the Amendment on the ground that economic classification cannot be the sole basis for reservation. During the hearing, lawyers appearing for petitioners submitted that the 103rd Amendment granted reservation to upper castes and this was a violation of the basic structure of the Indian Constitution. It was contended by the lawyers of the petitioners that the quota on the economic ground alone is impermissible. November 11, 2022 Friday INDIA THIS WEEK Informed Jaishankar about course of “special military operation”: Russian FM Lavrov Moscow [Russia], November 8 (ANI): Russian Foreign Minister Sergey Lavrov said he apprised External Affairs Minister S Jaishankar about the course of a “special military operation” in Ukraine, during talks with the Indian counterpart on Tuesday. Jaishankar reached Moscow on Monday as part of his two-day visit to Russia, in continuation of the regular high-level dialogue between the two sides. During his meeting with Lavrov today, he reviewed the entire gamut of the India-Russia relationship. “For our part, we reaffirmed our high assessment of the Indian friends’ position on the situation in Ukraine and around it. I informed Dr S. Jaishankar about the course of a special military operation aimed at achieving the tasks that were set by the President of Russia Vladimir Putin in his speech on February 24, 2022,” Lavrov said during the press conference alongside Jaishankar. “We discussed the situation that has developed around the attempts of the Western colleagues, under the pretext of the Ukrainian events, to strengthen their dominant role in world affairs and prevent the democratization of international relations. Jaishankar, meanwhile, raised concern about the consequences emanating from the Ukraine conflict that have affected energy and food security around the world. Holding the press briefing with Lavrov, Jaishankar said he exchanged views on international issues with the Russian side, in which the Ukraine conflict was the dominant feature. Laying out India’s position on the Ukraine conflict, Jaishankar said, “As Prime Minister Narendra Modi conveyed to Russian President Putin: this is not an era of war. The global economy is simply too interdependent for significant conflict anywhere not to have major consequences elsewhere.” After bilateral talks with his Indian counterpart, the Russian foreign minister said his conversation with Jaishankar was meaningful and useful and both sides agreed that strengthening the Russian-Indian special and privileged strategic partnership contributes to the maintenance of international and regional security and stability. “We noted with satisfaction the rhythmic, regular, intensive nature of our political dialogue, at the highest level and between Foreign Ministries,” he said. Lavrov said both sides welcomed the positive dynamics of bilateral trade. “By September 2022, compared to the same period last year, the trade turnover added 133 per cent, almost reaching the mark of 17 billion US dollars. We are sure that the goal set by the leaders of Russia and India to increase the annual trade turnover to 30 billion USD will be achieved soon,” he said. Lavrov said both discussed in detail the state of and prospects for ongoing negotiations on the launch of the NorthSouth international transport corridor. They also discussed prospects for cooperation in the energy sector, including an increase in exports of hydrocarbons from Russia to the Indian market and mutual participation in projects for their production, including in the Far East and on the Arctic shelf of the Russian Federation, he said. The Russian minister said both sides examined the state of and prospects for militarytechnical cooperation and the joint production of modern weapons. “We attach great importance to space exploration in such areas as satellite navigation, space science, and manned programs,” he added. Washington [US], November 9 (ANI): The US State Department on Tuesday (local time) said that the messages passed on to Moscow during External Affairs Minister, S Jaishankar’s recent visit to Russia are not dissimilar to what Prime Minister Narendra Modi had said earlier that “this is not an era of war.” Responding to a query on Jaishankar’s visit, US State Department spokesperson Ned Price said, “The messages we heard from Foreign Minister Jaishankar in Russia were not dissimilar in some ways from what we heard from Prime Minister Modi at the United Nations, when he made it very clear that this is not an era of war.”Remaining Time 50:11 “India reaffirms that it stands against this war (Russia-Ukraine war), it wants to see diplomacy, dialogue and an end to this war. Just yesterday Deputy Secretary Sherman met with Indian Foreign Secretary Kwatra and had a wideranging discussion about the US-India relationship. Secretary Blinken met with Foreign Minister Jaishankar here in this building just a couple of months ago. And there have been a number of conversations in between.” The US has consistently made the point that it is a relationship (India and Russia), that developed and was cemented over the course of decades. “When it comes to India’s relationship with Russia, we’ve consistently made the point that it’s a relationship that developed and was cemented over the course of decades, really came to be during the Cold War at a time when the United States was not in a position to be an economic partner, a security partner, a military partner to India.” However, Price said that US and India’s relations have changed in the past 25 years. “That has changed. That’s changed over the past 25 or so years. It’s really a legacy – a bipartisan legacy – that this country has achieved over the course of the past quarter century. President George W. Bush’s administration was really the first to put this into effect,” said Price. “We have sought to deepen our partnership with India in every sector, including when it comes to economics, including when it comes to our security ties, including when it comes to our military cooperation as well,” he added. Talking about the US transition in the relationship with India, he said, “Now, this is a transition that we’ve always been clear-eyed will not take place overnight, over the course even a few months or probably even over the course of a couple of years. India is a large country, a vast country, with a large economy that has demanding needs. And so the transition and the reorientation that we hope to see from India is something that this administration will be committed to working with India on. But this will likely be a task for this administration and administrations to come.” Besides discussions on defence, talks also featured “high assessments of the interaction” between the two countries on the world stage, including within the framework of the UN, BRICS, SCO, and the G20, as well as at other multilateral platforms. It’s not only in the interest of Ukraine or of the region, India decreases its dependence on Russia over time, but it’s also in India’s own bilateral interest, given what we’ve seen from Russia.” “We have been intentional about exempting oil and gas- energy sectorfrom sanctions imposed on Russia. The fact that India continues to seek oil and other forms of energy from Russia- isn’t something that runs afoul of sanctions that have been imposed,” he added. Meanwhile, Price also reiterated that the US is committed to helping India in its transition away from Russia. FRIDAY NOVEMBER 11, 2022 9 Canada: Hindu diaspora heckles Brampton Mayor, asks removal of hateful banners by pro-Khalistanis Ottawa [Canada], November 6 (ANI): Canada’s city of Brampton mayor, Patrick Brown was hackled in a temple by the Hindu community for allowing anti-India elements to conduct their “Khalistan Referendum”. The mayor was asked by the Hindu diaspora to remove hateful banners against Hindus from all over the city that read “Sikh Infants burnt alive by Hindu Mobs,” TAG TV reported. Mayor Brampton, Patrick Brown when asked that would he remove those banners by Khalistanis? “We love everyone,” he answered. Brown was shamed in front of four federal parliamentarians, three provincial parliamentarians, and two city councilors.
