The Indian Naval Ensign has changed multiple times since Independence. It was only in 2001 that the St George’s Cross was taken out and the Indian Navy’s crest was added to the opposite corner of the ensign. The cross was put back again in 2004 with the addition of the emblem of India at the intersection of the cross. Designed by the Indian Navy’s in-house Warship Design Bureau (WDB) and built by Cochin Shipyard Limited, a Public Sector Shipyard under the By Rajnish Singh Kochi (Kerala) [India], September 2 (ANI): Prime Minister Narendra Modi on Friday unveiled the new Naval Ensign ‘Nishaan’ at Cochin Shipyard Limited here in Kochi, doing away with the colonial past and befitting the rich Indian maritime heritage. The Prime Minister unveiled the new Naval Ensign ‘Nishaan’ during the commissioning of the indigenous aircraft carrier INS Vikrant. Naval Ensigns are flags that naval ships or formations bear to denote nationality. The current Indian Naval Ensign consists of a St. George’s Cross — a red cross with white background. India–Bangladesh delegation-level talks led by PM Modi and Hasina were commenced at the Hyderabad House in New Delhi. “India–Bangladesh delegation level talks led by PM @narendramodi & PM Sheikh Hasina commence. On the agenda are issues related to connectivity, energy, water resources, trade & investment, border management & security, development partnership and regional & multilateral matters,” the official spokesperson of the Ministry of External Affairs Arindam Bagchi tweeted. Soon after the welcome, the Bangladesh Prime Minister said she feels happy to be in India every time while noting significant ties between New Delhi and Dhaka. “India is our friend. Whenever I come here, it is a pleasure for me, especially because we always recall the contribution India has made during our liberation war. We have a friendly relationship, we are cooperating with each other,” the Bangladesh Premier said today. September 9, 2022 Friday INDIA THIS WEEK 11-year-old boy found dead in Haryana’s madrassa, family suspects murder Nuh (Haryana) [India], September 6 (ANI): The body of an 11-yearold student studying in a madrasa located near the Mazar of Pir Dada Shah Chaukha was found in Shah Chokha, a village of Punhana sub-division of Haryana’s Nuh on Monday. According to the police, the Forensic Science Laboratory Division (FSL) team reached the location and investigated the incident. The police have registered a case of murder in the incident after the family of the deceased suspected murder. “We reached here after we got information about a dead body being found in the madrasa. We have called the FSL team here and are investigating the incident. On the complaint of the family of the deceased, a case of murder has been registered and the body has been sent to Al-Afia Hospital in Mandikheda for post-mortem,” ASP Usha Kundu said on Monday. The deceased boy was reportedly studying in the madrasa for nearly one year. Suspecting murder, the kin of the deceased student demanded action against the culprit. “He was 11 years old and was studying in this madrasa for one year. I was told that my nephew had left the madrasa but did not reach home. We searched for him but couldn’t find him anywhere. This is murder. We demand that action should be taken in this,” said kin of the deceased. According to the director of the Islamic Madrasa Dargah Shah Chaukha, Maulana Zakir, the boy was present in the evening prayers but went missing during the attendance. He said that the boy was found buried under a crusher lying in a room of the mosque. Molana Zakir, the director of the Islamic Madrasa Dargah Shah Chaukha said, “The 11-yearold was studying here for nearly one year. He studied Urdu and Arabic here. On Saturday evening, he was present during the prayers. But when the attendance was taken at 7 pm, he was missing. We all looked for him. When we did not find him, we informed the family members. He was searched in the nearby villages and mosques.” “In the Jama Masjid of the madrasa, only Friday prayers are offered. He was searched there also. It was found on Saturday that he was buried under a crusher lying in a room of the mosque. We informed the family. He was earlier searched in that room also,” he added. Further investigation into the matter is underway. (ANI) 6 people killed in two separate road accidents in J-K’s Doda Doda (Jammu and Kashmir) [India], September 6 (ANI): Six people were killed in two separate road accidents at Bhadarwah Doda road in Jammu and Kashmir on Monday. The first accident took place on the intervening night of Sunday and Monday which claimed the lives of two people, while four people died in the second accident which took place early morning on Monday. Earlier, the two injured persons were shifted to the Medical College Doda for treatment. Initially, one person was reported to be missing, however, the search operation for the missing person has been completed, as per a police official. “Two accidents took place at Bhadarwah Doda road. Two people died in the first accident that took place at midnight and four people died in the second that took place early morning yesterday. Search operation for missing person has been completed,” said Abdul Qayoom, SSP Doda on Monday. (ANI)

September 9, 2022 Friday INDIA THIS WEEK Nitish Kumar meets Rahul Gandhi, discusses 2024 poll strategy, denies PM ambition New Delhi [India], September 6 (ANI): Bihar Chief Minister Nitish Kumar met Congress leader Rahul Gandhi in the national capital on Monday and discussed the strategy for the upcoming 2024 Lok Sabha polls and the possibility of bringing like-minded parties together. According to Congress sources, Kumar, who met Gandhi for the first time since his reunification with the Mahagathbandhan, of which Congress is a part in Bihar, expressed gratitude to the Wayanad MP for his party’s support to his government. The sources also said that both the parties will continue their “concrete discussions” in the runup to the Lok Sabha polls. The Bihar Chief Minister also met former Karnataka CM and JDS leader HD Kumaraswamy during his visit to Delhi. The meeting comes amid the buzz that Kumar is attempting to project himself as the prime ministerial candidate in 2024. However, he cleared the air on the matter. Kumar, once again in Delhi, called for Opposition unity and ruled out harbouring prime ministerial aspirations. “If the opposition will get united, then a good atmosphere will be created. I have no desire and no aspiration (to become prime minister),” the Bihar CM told the media. The meeting of Kumar with Opposition leaders comes days after Telangana Chief Minister KCR visited Bihar and held discussions on the political scenario in the country. However, during KCR’s one-day visit, he avoided giving a direct response to a question about whether Nitish Kumar will run as the opposition’s candidate for Prime Minister, saying that the opposition parties would meet and make that decision. While talking to the media during his visit to Bihar, KCR was asked whether Bihar CM Nitish Kumar will be the next PM candidate for the opposition. He dodged a straight response and said that all the opposition parties will come together and then finalise the PM candidate. KCRF also lashed out at the Centre for the “faulty policies” including inflation and said the BJP Kakinada (Andhra Pradesh) [India], September 6 (ANI): Seventeen students from Kendriya Vidyalaya, Kakinada, were admitted to a hospital following breathing-related complaints. The students were admitted to the Government General Hospital of Kakinada. “We have given oxygen support to students and their health condition is stable now and we have taken blood samples for testing to detect the reason, ” said Kakinada collector, Kritika Shukla. Regarding the possible cause of breathlessness, Shukla, said, ” No chemical or gas leakage was detected in the school. Water samples from the school were also taken for testing. We are monitoring the situation closely.(ANI) is insensitive towards the needs of the state. The Indigenous Aircraft Carrier is named after her illustrious predecessor, India’s first aircraft carrier, which had played a vital role in the 1971 war. It has a large amount of indigenous equipment and machinery, involving major industrial houses in the country as well as over 100 MSMEs. With the commissioning of Vikrant, India will have two operational aircraft carriers, which will bolster the maritime security of the nation. As per the Indian Navy, the 262-meter-long carrier has a full displacement of close to 45,000 tonnes which is much larger and more advanced than her predecessor. With Vikrant, India has joined a select group of nations having the niche capability to indigenously design and build an aircraft carrier.IAC Vikrant consist of 14 decks with 2,300 compartments which can carry around 1,500 sea warriors and to cater to the food requirements, around 10,000 chapatis or rotis are made in the ship’s kitchen, which is called the ship’s galley. The ship is powered by four Gas Turbines totalling 88 MW power and has a maximum speed of 28 Knots. Built at an overall cost of close to Rs 20,000 crores, the project has been progressed in three Phases of the contract between MoD and CSL, concluded in May 2007, December 2014 and October 2019 respectively. The ship’s keel was laid in February 2009, followed by launching in August 2013. With an overall indigenous content of 76 per cent, IAC is a perfect example of the nation’s quest for “Aatma Nirbhar Bharat” and provides a thrust to Government’s ‘Make in India’ initiative. Till now the identity of slavery remained on the flag of the Indian Navy. But from today onwards, inspired by Chhatrapati Shivaji, the new Navy flag will fly in the sea and in the sky,” he said. The Prime Minister remarked that when Vikrant descends to protect our maritime zone, many women soldiers of the Navy will also be stationed there. “With the immense power of the ocean, boundless female power, it is becoming the lofty identity of the new India. Now the Indian Navy has decided to open all its branches for women. The restrictions that were there are now being removed. September 9, 2022 Friday INDIA THIS WEEK Hijab ban: Can students wear whatever they want in educational institutes, asks SC New Delhi [India], September 5 (ANI): The Supreme Court on Monday while hearing pleas challenging the ban on wearing hijab in educational institutions asked the petitioners whether girls can wear whatever they want in educational institutes. A Bench of Justices Hemant Gupta and Sudhanshu Dhulia’s remark came when the court was hearing various petitions challenging the Karnataka HC judgment upholding the ban in educational institutes. Senior Advocate Sanjay Hegde, appearing for the petitioner raised questions on the state’s power to prescribe the uniform as per the Karnataka Education Act. The court asked if there is no such power to prescribe uniforms, can girls come in minis, middies, whatever they want. The court remarked that there is a dress code in some public spaces as some restaurants allow a formal dress code, in some restaurants you can go in a casual dress. The court also observed that wearing Hijab may be a religious practice, but the question is can you wear Hijab to a school where a uniform is prescribed? Senior advocate Hegde tried to draw similarities with chunni and pagdi as he submitted that scarf is already a part of the uniform because chunni is allowed. But the same argument was not accepted by chunni and pagdi is different and cannot be compared to the hijab as it covers the shoulder. Senior Advocate Sanjay Hegde also Karnataka Education Act to support his arguments and submitted that according to the rule if you have to change the uniform, you have to give at least oneyear notice. During the hearing, the Supreme Court sought to know how the discipline of the school is violated due to the wearing of the Hijab. Karnataka Advocate General narrated the incident related to the issue and informed the SC that when some students started protesting for hijab, anothersetofstudentswanted to wear saffron shawls, which led to a situation of unrest, and thereafter on Feb 5, Government Order was issued. Karnataka AG said, “The government has directed institutions to prescribe uniforms and it does not violate the rights of the students. The government only says follow the uniform prescribed.” During the hearing the Supreme Court sought to know will Hijab be allowed in a minority institution. Karnataka AG replied, “Yes, there may be” and said that “the government has left it to the institution to decide the uniform and there is no government interference.” The court sought to know the stand regarding government colleges. AG replied that the government has left it to the College Development Council and some of them, like Udupi PUC, has taken a decision to not allow hijab. Justice Gupta also asked about the Hijab in educational institutions run by Christians. According to Karnataka AG, Christian institutes are not allowing Hijab while the advocate for the petitioner said that some are allowing it. As the hearing remained inconclusive, the matter was adjourned to September 7 (Wednesday) for further hearing. Various petitioners have approached the apex court challenging the Karnataka HC order upholding the Karnataka government’s order which directs strict enforcement of schools and colleges’ uniform rules. One of the appeals in the top court has alleged “step-motherly behavior of government authorities which has prevented students from practicing their faith and resulted in an unwanted law and order situation”. The appeal said the High Court in its impugned order “had vehemently failed to apply its mind and was unable to understand the gravity of the situation, as well as the core aspect of the Essential Religious Practices enshrined under Article 25 of the Constitution of India”. “Wearing of Hijab or headscarf, is a practice that is essential to the practice of Islam,” it added. The Karnataka High Court had earlier held that the prescription of uniforms is a reasonable restriction that students could not object to and dismissed various petitions challenging a ban on Hijab in education institutions saying they are without merit. The Hijab row erupted in January this year when the New Delhi [India], September 5 (ANI): The Supreme Court on Monday dismissed a PIL that sought direction to the Centre to provide information on whether the nation lost any territory during the clash with the Chinese military at the Galwan Valley in June 2020. A bench of Chief Justice UU Lalit and Justice S Ravindra Bhat while dismissing the plea said these are issues falling within policy domain of the government and for the courts to decide. “There might be skirmishes on the border. Whether there is a loss of territory or no loss of territory, whether there has been encroachment from the other side or whether we have advanced into their territory, these are not matters for the courts. These are all acts of State. Dismissed,” the bench said. The apex court was hearing a PIL where one Abhijeet Saraf highlighted the losses India suffered at the border and disputed the Central government’s claims in this regard. “After Galwan valley incident, the Centre says there is no Chinese invasion but it is incorrect,” the petitioner told the bench. The plea alleged that the official stand was “misleading” the citizens post the clash at the Galwan Valley. At least 20 Indian Army personnel, including a Colonel rank officer, lost their lives in the violent faceoff in the Galwan valley area of Ladakh on June 15, 2020. The violent faceoff happened in the late evening and the night of June 15 in Ladakh’s Galwan Valley as a result of an attempt by the Chinese troops to “unilaterally change” the status quo during de-escalation in Eastern Ladakh and the situation could have been avoided if the agreement at the higher level been scrupulously followed by the Chinese side, India said on June 16. The Chinese side also suffered casualties, including the death of the commanding officer of the Chinese Unit involved in the violent face-off with Indian troops, sources confirmed to ANI. (ANI) September 2 (ANI): Delhi Commission for Women (DCW) chief Swati Maliwal on Friday issued a notice to Delhi Police after a tuition teacher brutally thrashed a six and eight-year-old girls for not completing their homework in Bhalswa Dairy area of the national capital. Both the girls were beaten by their tuition teacher on August 31. “The father of the children has that his two daughters aged 8 years and 6 years study tuition from a teacher in their neighborhood. On the evening of August 31, 2022, when they returned from their tuition, they were crying profusely, and one girl even became unconscious. A batch of petitions was filed against the government’s rule in the Karnataka High Court by some girls seeking permission to wear the hijab in educational institutions. On February 10, the High Court issued an interim order stating that students should not wear any religious attire to classes till the court issued the final order. The hearings related to the Hijab case were concluded on February 25 and the court had reserved its judgement. (ANI)

FRIDAY SEPTEMBER 9, 2022 9 KCR promises free electricity for farmers across India “if non-BJP govt comes to power” at Centre Nizamabad (Telangana) [India], September 6 (ANI): Amid the debate over the freebies by the political parties, Telangana Chief Minister K Chandrashekar Rao on Monday announced to provide a “free” power supply to all farmers of the country “if a non-BJP government comes to power” after the 2024 Lok Sabha elections. T h e announcement by the Chief Minister came days after the Supreme Court on August 26 referred the freebies case to a three-judge bench while saying that the issue of freebies promised by the political parties during election campaigns requires extensive debate. The top court’s order came on a batch of pleas against freebies promised by political parties. KCR, claiming that a “non-BJP flag” would unfurl in India after the next general elections, said the Opposition will come to power at the Centre. “After 2024 Lok Sabha elections, we will see non- BJP flag being unfurled in India. Our government will be formed in Delhi. From Nizamabad today, I am announcing free power supply to all the farmers in the country if a non-BJP government comes to power,” said KCR while addressing a rally. Recently, Supreme Court, while referring the issue of freebies to a three-judge bench, said that it’s 2013 judgment in the Subramaniam Balaji v/s government of Tamil Nadu case on the same issue might need reconsideration. “The issues raised by parties require an extensive hearing. Certain preliminary hearings need to be determined, such as what is the scope of judicial intervention, whether the appointment of an expert body by the court serves any purpose, etc. Many parties also submitted that judgment Niti Aayog, the Finance Commission, ruling and opposition parties, Reserve Bank of India, and other stakeholders to make suggestions on how to control freebies by political parties. (ANI) Nellore (Andhra Pradesh) [India], September 7 (ANI): A man was arrested for allegedly stabbing and launching an acid attack and stabbing a minor girl, said the police on Wednesday. The accused has been identified as the survivor’s uncle. The horrific incident came to the fore after the minor’s father registered a complaint about the incident, post which the police registered a case and rushed to the hospital where the girl was undergoing treatment. As per reports, the girl was later shifted to Apollo Children’s Hospital in Chennai for better treatment. “According to the complaint given by the father, the accused is under strict sections 326,380,448 307,386,342,354,509 and we have also registered a case under sections related to robbery, POCSO Act... On the basis of the information provided by the victim’s father and those who first saw the incident, the accused was taken into custody and investigated, and more facts came to light,” said SSP Nellore, Vijayarao. As per reports the accused after drinking alcohol went to the girl’s house and poured acid into the bowl of rice she was eating and first threatened the girl. Also, he later attacked the girl with a knife injuring her neck. Further investigations are underway. During the previous hearing, the apex court said that the issue concerning freebies is complex and there is a need to draw a distinction between welfare schemes and other promises that are made by political parties before elections.
