The proposed amendment, which required a two-thirds majority of members present and voting, fell short despite securing 298 votes in favor against 230 opposed. Announcing the outcome, Lok Sabha Speaker Om Birla confirmed that the bill had failed to meet the constitutional threshold. The defeat marks a significant political moment, not merely for the future of women’s reservation, but more critically for the intensifying national debate on delimitation—the redrawing of parliamentary constituencies—which emerged as the central fault line during deliberations. New Delhi [India], April 20 (ANI): India and South Korea on Monday decided to strengthen ties across a range of sectors including technology, shipbuilding, energy and entertainment during visit of President Lee Jae Myung with the outcomes reflecting the width and depth of the growing partnership between the two countries. The list of 15 outcomes included a Joint Strategic Vision for Special Strategic Partnership, Comprehensive Framework for Partnership in Shipbuilding, Shipping and Maritime Logistics, Joint Statement on Cooperation in Field of Sustainability and Joint Statement on Energy Resource Security. President Lee Jae Myung, who arrived in India on Sunday, held talks with Prime Minister Narendra Modi. The two countries also announced the launch of Economic Security Di- alogue, establishment of Distinguished Visitors Programme (DVP) and launch of dialogue between the two Foreign Ministries on Global Themes, including Climate Change, Arctic, and Maritime Cooperation. South Korea announced joining Indo Pacific Oceans Initiative and joining the International Solar Alliance. India will join the Global Green Growth Institute (GGGI). The two countries decided to commemorate 2028-29 as Year of India-ROK FriendshipThe MOUs and frameworks included Cooperation in the Field of Ports, Establishment of the Industrial Cooperation Committee, Cooperation in the Field of Technology and Trade for Steel Supply Chain, Cooperation in the Field of Small and Medium sized Enterprises, Cooperation in the Field of Maritime Heritage and Joint Declaration on Delimitation at the Heart of the Political Storm While the government presented the bill as a historic step toward enhancing women’s rep- resentation, opposition parties argued that its implementation was deliber- ately tied to delimitation and future census exercises, effectively delaying its realization. Leader of Opposition Rahul Gandhi strongly criticized the move, asserting that the legislation was “not about women’s reservation” but rather “an attempt to change India’s political structure.” He warned that linking reservation to delimitation could alter the electoral balance of the country. Similarly, Congress MP Priyanka Gandhi Vadra described the bill’s defeat as a “big win for democracy,” arguing that the government’s approach made its passage impossible. At a special briefing, MEA Secretary (East) P Kumaran spoke of the growing defence ties between the two countries. He said India is also looking at co-development and technology transfer. “Korea supplies K9 Vajra systems, anti-aircraft systems. There are already two phases of supplies that have happened. We’re looking at the third phase, which involves a greater technology transfer. We’re also looking at other kinds of anti-aircraft guns and missile systems. We are also looking at co-development and technology transfer, code design, et cetera, of new generation defence systems. We are also looking at collaborating in terms of procurement of more kinds of defence hardware, telecom equipment, cyber security,” he said. Answering a query on geopolitical tensions, Kumaran said there was a general discussion in the sense of the upheaval caused by geopolitical contestations, conflicts, both in Ukraine, Russia and in the Gulf region.” Overall, it was agreed that we should cooperate to try to strengthen peace and security and strengthen multilateral in- stitutions. It was seen that India, as the leader of the Global South, would be a useful partner for Korea to interact with and to develop positions that broadly represent global opinion. In that context, the President of Korea appreciated our support for the denuclearisation of the Korean Peninsula. There was also a brief discussion about nonproliferation and cooperation in the area of making sure that sensitive technologies do not fall into the hands of non-state actors and other kinds of sanctioned entities.” Answering a query on India-Korea comprehensive framework for partnership in shipbuilding, shipping & maritime logistics, Kumaran said several initiatives have been taken as a part of this at the level of industries too. “One includes a non-binding MOU between the Korean shipbuilder HD Korea Shipbuilding & Offshore Engineering (HD KSOE), the identified cluster developer and facilitator… Overall the emphasis is on upgrading existing shipyards, including developing block fabrication facilities and setting up a new dry dock to construct large and specialised vessels… We are also looking at financing and skill training,” he said. “There will be also cooperation in developing port infrastructure, knowledge sharing, training our workers, and financing will be another area where the maritime development fund and the Korean sites development partnership funds would be used for advancing this programme. We are also looking at jointly designing manufacturing and supporting next-generation conventional and autonomous maritime and port cranes,” he added. (ANI)

INDIA THIS WEEK FRIDAY, APRIL 24, 2026 Delimitation Row Dominates Lok Sabha Showdown as Women’s Reservation Bill Fails to Pass LOK SABHA BILL FROM PAGE 1 tion must be implemented immediately, without being tied to constituency redrawing or census conditions. Opposition leaders consistently reiterated their support for women’s reservation in principle but rejected what they viewed as a conditional and politically motivated framework tied to delimitation. Southern States Rally Against “Imbalance” The strongest resistance came from southern political leadership, where concerns over delimitation have been particularly acute. Tamil Nadu Chief Minister M. K. Stalin hailed the bill’s defeat as a victory for federal balance and democratic fairness. In a statement, Stalin declared that “delimitation is about representation—about who gets a voice in India’s democracy—and it must strengthen the Union, not weaken its balance.” He emphasized that southern states were not opposed to delimitation itself but demanded a fair, consultative process rather than one perceived to disproportionately shift political power. “The South stood united, and democracy prevailed,” he said, thanking opposition parties for their coordinated stand. Government Defends Intent, Withdraws Linked Bills The government, however, expressed disappointment at the outcome. Union Home Minister Amit Shah, who had earlier led the debate, criticized opposition parties for opposing what he described as a landmark initiative for women’s empowerment. He warned that voters, particularly women, would respond in future elections. Parliamentary Affairs Minister Kiren Rijiju termed the result a “lost opportunity” and defended the interlinking of the bills, stating that the women’s reservation framework could not be viewed in isolation from delimitation and related legislative changes. Following the defeat, the government withdrew both the Delimitation Bill, 2026, and the Union Territories Laws (Amendment) Bill, 2026, acknowledging their intrinsic connection to the failed constitutional amendment. Despite the setback, Rijiju reiterated the government’s commitment to advancing women’s rights, stating that efforts to ensure representation and dignity for women would continue under the leadership of Prime Minister Narendra Modi. A Debate Beyond Numbers The session witnessed participation from nearly 130 members, reflecting the high political stakes and nationwide implications of the proposed reforms. At its core, the debate transcended the immediate question of women’s reservation and evolved into a broader contest over the future shape of India’s electoral democracy. The opposition’s central argument—that delimitation based on older census data could disproportionately benefit certain regions while diminishing others—resonated strongly, particularly among southern states wary of losing parliamentary representation. What Lies Ahead Although the 131st Amendment Bill has failed, the broader issue remains unresolved. The Women’s Reservation Act passed earlier in 2023 continues to exist, but its implementation remains tied to future census and delimitation exercises— conditions that remain politically contested. Friday’s developments underscore that any future attempt to imple- ment women’s reservation will likely require decoupling it from delimitation or achieving a broader political consensus on how constituency redistribution should be conducted. For now, the vote has not only stalled a major legislative reform but has also amplified a deeper national debate—one that pits representation against redistribution, and gender justice against federal balance—placing delimitation squarely at the center of India’s political discourse.

On India’s economic trajectory, Consul General highlighted the success of Production Linked Incentive schemes across 14 sectors, noting The Poetic Pen INDIA THIS WEEK- April 24, 2026 Values in Life By Rajan George A poor man wandered through a quiet park, When, by chance, a treasure crossed his way— A weathered bag, resting on the earth, As though fate had placed it in his path. He paused—then gently raised it in his hands, And opened it to still his questioning heart. Within, he found a fortune neatly kept, The silent weight of someone’s life within. “Alas!” he cried, his arms cast to the sky, “What sorrow must have fallen on its owner!” For in that sum he saw not gold alone, But years of toil, of hope, of sacrifice. He turned at once to where the law resides, And placed the treasure in the sheriff’s care, Entrusting it to rightful hands, That it might find its way back home again. Meanwhile, the one who lost this precious sum, In anguish deep, sought help with trembling voice— For it was all he had, his life’s reserve, Withdrawn to save his wife from death’s approach. Then came the word—his treasure had been found, Unspoiled, untouched, as he had left it once. With hurried steps he reached the sheriff’s door, And clasped again the hope he thought was lost. Joy filled his heart; relief flowed like a stream— What once was gone was graciously restored. Yet greater still, the quiet, unseen choice Of him who found, yet did not claim the gold. No eye had watched, no voice had questioned him, No hand would halt him had he kept it all. But conscience spoke—a voice both firm and clear— That whispered truth above the lure of gain. For he discerned within that hidden wealth Another man’s sweat, his prayer, his dream. Had he withheld it, kept it for himself, His purse might swell, his comforts multiply— Yet somewhere, grief would deepen into loss, And joy be stolen from a weary soul. For life is not the gathering of gold By cunning paths that crumble into dust, But riches born of honesty and truth Shall stand the test of time, and ever last. Such wealth endures beyond a fleeting breath— A legacy no thief can steal away; And through the years, his children yet unborn Shall reap the harvest of a righteous heart. that Apple now manufactures over 14% of its iPhones in India, alongside India’s unparalleled digital public infrastructure comprising UPI, Aadhaar, and the Open Network for Digital Commerce. Consul General also pointed to transformative progress under the PM Gati Shakti master plan, with logistics costs being brought down from around 14% of GDP toward a target of 8%, and industrial corridors such as Delhi-Mumbai and Chennai-Bengaluru coming online. Consul General reaffirmed India’s doctrine of strategic autonomy and said that India’s value as a partner lies precisely in its predictability and refusal to be instrumentalized in others’ rivalries. Drawing from his diplomatic experience, the Consul General highlighted that one of the most common misconceptions about India is the assumption that it operates as a single, uniform market. He emphasized that India’s diversity across states, regulations, and cultures is a structural feature of a diverse democracy that businesses must incorporate into their strategies rather than attempt to simplify.
