Wes Moore (D) on Thursday evening confirmed one of the worstkept secrets in Annapolis: That he’s nominating Del. Kumar P. Barve (DMontgomery) for a slot on the Maryland Public Service Commission. Barve, who has served in Annapolis since 1991 and been the chair of the House Environment and Transportation Committee since 2015, will bring his expertise on climate and technology to an important if obscure regulatory body that will play an increasingly prominent role in the state’s efforts to combat climate change. In a statement, Moore called Barve “the ideal candidate for this role.” “I am confident in Delegate Barve’s ability to bolster my administration’s commitment to environmental stewardship while ensuring ratepayers are protected,” he said. The Public Service Commission regulates most electric and gas utilities in the state and certain passenger transportation companies, including taxi cabs operating in Baltimore City, Baltimore County, Cumberland and Hagerstown. Barve is a trailblazing figure in the Maryland General Assembly. He was the first Indian-American and the first Hindu elected to a state legislature in the nation. Representing Gaithersburg and Rockville in the House, Barve quickly rose to become a long-serving chair of the Montgomery County House delegation, and served as House majority leader under the late Speaker Michael E. Busch (D), who later appointed Barve to chair the newlyreconstituted Environment and Transportation panel. Within the framework of the intergovernmental dialogue, we propose to consider the possibility of the wide use of national currencies and currencies of friendly countries. This will allow the minimization of expenses and currency risks.” Manturov is on a two-day visit to India to intensify negotiations on Free Trade Agreement with India and work on the signing of the Russia-India Bilateral Agreement for the Promotion and Protection of Investments. “I am sure that trade preferences and mechanisms that guarantee the protection of investments will be in demand among Russian and Indian businessmen,” said the Russian Dy PM. Speaking on transport and logistics infrastructure as one of the most important tasks, Manturov said, “India could become one of the key partners within the framework of the development of the International NorthSouth Transport Corridor. Also, we believe that it is important to expand direct air connectivity -this is a necessary condition for regular exchange of business delegations and increase of mutual tourist flow.” He said that these agendas will be covered in Intergovernmental Commission and will be discussed at the session tomorrow. The officials said that the fire quickly spread to the adjacent hardware store. However, no casualty or injury was reported in the incident so far. Upon receiving the information, fire tenders were pressed into service to douse the blaze, they said. “An incident occurred while charging electric bikes in a bike showroom. Around 90 bikes were burnt in flames,” officials said. “Rescue operation was underway till the filing of this report,” they said. Taking swipe at the West Bengal Chief Minister, Chowdhury said that there are more pending cases from the state alone with the CBI than it is for the rest of India. While talking to the media on Tuesday, Chowdhury said, “Mamata Banerjee’s magic is fading away and lots of people are joining Congress. As time progresses, this delusion of Mamata Banerjee will fade away.” “Each and every district (in West Bengal) is tormented, and the amount of pending cases with CBI in West Bengal alone is more than the whole of India. Politicians (TMC) are looting the people of West Bengal,” the Congress MP added. His remarks come after CBI on Monday arrested Trinamool Congress (TMC) MLA Jiban Krishna Saha in the West Bengal teachers’ recruitment scam case. Saha is an MLA from the Burwan Constituency of West Bengal. He was arrested from his residence in Burwan in Murshidabad district. On Sunday evening in the course of the CBI raid, a mobile phone of the TMC MLA was fished out from a pond next to the MLA’s house. The agency retrieved the phone after pumping out all water from the pond. CBI conducted searches at six locations on April 14 including at the premises of Saha in an ongoing investigation of the alleged West Bengal teachers’ recruitment scam. The CBI teams conducted searches at Saha’s premises in Birbhum, Murshidabad and Kolkata. The case was registered on the orders of the High Court of Calcutta. It was alleged that the accused acted as a conduit in collecting money from the candidates by promising them jobs in the education department as teachers in the recruitment process of the first West Bengal State Level Selection Test (SLST) 2016 for classes 9 and 10. During searches, several incriminating materials including primary and upper teachers’ recruitment and documents containing the list of the candidates and amounts mentioned against them were recovered. He was arrested after detailed questioning by CBI officials. Saha is now the third TMC MLA after Partha Chatterjee and Manik Bhattacharya to be arrested by CBI in its probe into the matter. (ANI)

April 21, 2023 Friday INDIA THIS WEEK India, Russia crossed bilateral trade target of USD 30 billion before 2025, it is expected to increase: Jaishankar New Delhi [India], April 17 (ANI): External Affairs Minister S Jaishankar on Monday said that India and Russia have crossed bilateral trade target of USD 30 billion before 2025 adding that it is expected that the trade will continue to increase. While addressing the India–Russia Business Dialogue in Delhi, he said, “We have crossed the bilateral trade target of USD 30 billion before the year 2025 which was the target year given to us by our leaderships. And in fact for the period April 2022 – February 2023, I understand that the trade is actually about USD 45 billion and the expectation is that this will continue to grow.” Jaishankar said that India and Russia need to motivate businesses on both sides. He said that they are determined to make India a “global manufacturing hub.” “We need to motivate business on both sides. You can see that there are big changes going on like Make in India. We are determined to make India a global manufacturing hub. I want to emphasise the opportunity of Make in India and Russia as Russia is known for its technological strength,” Jaishankar said. Speaking about the relations between India and Russia, Jaishankar said that the two nations have historic people-to-people ties. He also spoke about the possibility for greater business between the two nations in the tourism sector. In his remarks at the India– Russia Business Dialogue, Jaishankar said, “Our two countries historically have also had a strong peopleto-people connection. But, I must point out that we actually get less than 1 per cent of Russia‘s outbound tourism. So, now when we are talking today of exploring new areas and new opportunities, I would also flag that whether more direct flights to more destinations will provide a possibility for greater business when it comes to tourism.” EAM Jaishankar emphasised that the ties between India and Russia have not changed. He said, “Our partnership today is a subject of attention and comment, not because it has changed, but because it has not. Indeed, it has been among the steadiest of the major relationships of the world in the contemporary era. But that by itself is not enough.” Jaishankar said that Russia is looking more towards Asia and for India, it means broadening of engagement between the two nations which was overly dependent on military, nuclear and supply space cooperation. “We share a commitment to a multipolar world and that also means a multipolar Asia. Russia is today looking much more towards Asia, a reassessment from its traditional focus. For India, this could mean a broadening out of our engagement that was overly reliant on the triad of military, nuclear and supply space cooperation,” Jaishankar said. “For Russia also it presents a broader set of options as Russia looks eastwards, its resources and technology complementarity can be a powerful contribution to India‘s growth. And this is a growth of a 3.5 trillion economy that is expected to grow at more than 7 per cent for at least a decade or more. And I would say that our ties, our cooperation are best advanced through more intensive bilateral engagement,” he added. In his address at the India–Russia Business Dialogue, he said, “We are discussing the importance of connectivity and the north-south and maritime corridors have been considered. There is also discussion on payment issues like International trade settlement in the Indian Rupee.” EAM Jaishankar said that there is concern regarding the trade imbalance. He highlighted the need to work with Russia on a very urgent basis to address the trade imbalance. He said that addressing the issue means addressing the impediments, whether they are market access impediments, non-tariff barriers or they are regarding payment and logistics. “There is also understandable concern about the trade imbalance which these new volumes have created. And we need to work together with our Russian friends on a very urgent basis of how to address that imbalance. And addressing that imbalance really means addressing the impediments, whether they are market access impediments, whether they are non-tariff barriers, whether they are related to payments or to logistics,” Jaishankar said. He further said, “I really cannot emphasize this enough. I think we should also, in a business gathering be honest about the short and medium-term challenges that we face. And there could be, quite frankly, there could be over compliance there could be over anxiety or even over caution on our side and equally on the Russian side there could be an inadequate appreciation of the concerns and the risks that Indian businesses face. So I would say what really the future of our economic cooperation requires is the willingness, the ability to really look at it from the point of view of the other party and then come up with solutions which will overcome the obstacles.” In his remarks at the India–Russia Business Dialogue, Russian Deputy Prime Minister Denis Manturov said that his country is looking forward to intensifying negotiations on Free TradeAgreement (FTA) with India. The All of Us Research Arnik Kapadia, Jain Society of Metropolitan Washington All of Us Team Program hopes to nurture partnerships with at least a million participants who reflect the diversity of the U.S. so that all communities can be included in critical health research. Precision medicine research is still in the early days, so providers do not have enough information available to provide precise care for many conditions. Developing individualized approaches to care often requires time. It can be difficult to coordinate care between many different providers, especially with medical records and key data scattered in different silos. The program aims to deliver one of the largest and richest biomedical datasets that is broadly available yet secure. Researchers spend a lot of time and resources in creating new IT systems, databases, and analytic tools. They also face enormous costs and time just to recruit participants. Data collection is often not standardized, and data can be siloed and difficult to integrate. A single lab’s resources may not be sufficient to answer the research questions that matter. The All of Us Research Program will catalyze an ecosystem of communities, researchers, and funders who make All of Us an indispensable part of health research. Many research studies focus on a specific disease or population. The All of Us dataset serves as a national research resource that could inform thousands of studies covering a wide variety of health conditions. As the volume of data within the program grows, we may see patterns that wouldn’t be visible at a smaller scale. All of Us welcomes participants both healthy and sick of all backgrounds and walks of life, from all regions across the country. Participants are partners in the program, which is committed to transparency and seeks participant input in its governance and evolution. to Participants have access to the data they share and information about all the research projects that use All of Us data. Asian American, Native Hawaiian, and Pacific Islander populations constitute about 6.1% of the U.S. population but represent just 0.1% of NIH clinical trial participants nationwide and 1% of FDA novel drug trials. Sharing your health story with All of Us makes it possible for our community to be represented in medical research. It provides us with a chance to learn about our own health, including personalized risk factors or exposures. Our data could be used in studies that may lead to new understanding and new treatments.
