"Jean Vincel" Over the course of the history associated with the Newport Agricultural Fair one name stands out as one you can call upon and trust “Vincel”. Jean has been working with the fair for many years, actually so many that when asked no one can truly give an answer to how long she has been helping and volunteering with the fair. She has taken upon herself many roles ranging from sending out no ces to vendors to the placement of those vendors on the fair grounds. She has donated more then just me in support of the fair and when others a empt assist her they come away with the impression that she is the hardest working and most dedicated person with the fair. If the fair had successes over the years it could be a ributed to her hard work and love for the fair. We love you and we want to say thank you for all you have done over the years to make the Newport Agricultural Fair thrive. Rules and Regulations

1. Classes are open to anyone, regardless of residence. The Newport Pageant is limited to children who reside in the area served by the Newport Post Office. 2. Judging will take place on Friday, at 8PM in all Departments. Department Heads will be at the Community Center from 4PM on Friday to receive exhibits in the departments (Exhibits must be received BEFORE 8PM in order for entry). 3. Exhibits are to be removed between 3:30PM & 4:30PM on Saturday. The Newport Fair will not be responsible after 4:30PM. 4. No entry fee will be charged for exhibits in any class. 5. An exhibitor will not be permitted to make more than two entries in any class, and only one entry per class in Departments D, E and G. 6. Prizes and ribbons will be awarded for each first and second place; ribbons will be awarded for third place except where otherwise noted in catalog. 7. Entries will be accepted for only those classes listed in the catalog. 8. Articles which have been entered in the Fair prior to 2019 will not be accepted in the 2022 Fair in the following Departments: A—Field Crops; D—Canning; and F—Sewing and Fancy-work. 9. Every effort will be made to protect exhibits, but it is distinctly understood that the NEWPORT FAIR is not responsible in the case of loss or damage to livestock or other exhibits. All exhibits are received on this condition. 10. The NEWPORT FAIR is a mutual event and will in no case be responsible for any accidents. 11. And entry fee of $50 will be charged for a commercial exhibits. Contact Kevin Law 540.599.5668 for reservations and space assignments. Each exhibitor will be allowed a vehi-cle on grounds for LOADING/UNLOADING PURPOSES ONLY. Vehicles will not be allowed to remain on fairgrounds. Each exhibitor should contact Mr. Law by August 1st to ensure space. 12. No bicycles, motorcycles or water pistols will be permitted on the grounds on the days of the fair. 13. Any money-making booth will be asked to pay 15% of their gross sales, $35 minimum, whichever is greater. 14. ONLY non-profit organizations will be allowed to raffle items during the fair. $10 fee will be charged. General Information · · · All activities will be held on the grounds of the Newport Community Center. All exhibits will be located down stairs and in the Rescue Squad Hall. Free Shuttle - the shuttle will run from the First Christian Church to the Newport Ball Park, Friday from 6pm until Midnight; Saturday from 9am until midnight. Parking inside admission gate and posted areas are for legally disabled individuals ONLY— one MUST have issued license plate or hangtag to park in designated areas. The Newport Fair Association By-laws

A. The name of this organization shall be The Newport Fair Association, Inc. B. There shall be a Board of Directors with not less than eleven or not more than twentyfive members. C. The Directors are to be elected by the general public at a meeting in September. D. The Officers of the Board of Directors shall be elected at the September meeting by the Board to take office the following January. They are as follows: President, VicePresident, Secretary and Treasurer. E. Any change in the By-Laws shall be with a 2/3 majority vote of Board. F. A motion may be made and seconded by anyone attending the meeting and then voted on by the Board of Directors. G. Board will elect a member as a voting representative at the NCAC meetings. Some things for consideration: · Relieving a department head so they can eat or enjoy looking around · Helping at the gate taking monies during peak times · Being on call for any errands or anything that may arise We ask for your help for an hour or two just to give tired regulars a break — great way to get some volunteer hours in with your community group, church organization or youth group! Just speak to any Board Member about volunteering or come to the Treasurer’s booth during the fair!

C-3 Market Lambs • Market lamb classes will be broken into weight classes based on show day weights. • The class weight as well as number of classes will be at the discretion of the livestock show committee. Department E – Rabbits Effective in 2023, there will be no rabbits in the Livestock show. All rabbits should be entered into the Pet Show. B-4 Breeding Does • Market doe classes will be broken into weight classes based on show day weights. • The class weight as well as number of classes will be at the discretion of the livestock show committee. ***We will NOT be holding the potluck dinner following the show this year***

Livestock Show

Rules:

· · · · · · · · · · · · · · (Please read as some rules have changed) Open to youth under 19 years of age, including counties in West Virginia. All livestock must be haltered and broke to lead. Livestock must be on the fairgrounds by 3:30pm on Friday– please call 540-922-3539 if you will be later. Exhibitors will be responsible for their animals including care, feed, water, and showing. Classes with large numbers will be subdivided at the discretion of Show Management. Livestock must be removed by 2pm Saturday unless special permission is received by the livestock super-intendent. The judge’s decision is final. Show management reserve the right to add/cancel classes as needed. Animals do not need to be registered or purebred. All animals must be shown by the exhibitor in whose name they are entered unless the exhibitor has more than one animal in the same class. In such a case, another exhibitor may show the animal. Exhibitors will be responsible for their animals at all times. Exhibitors are expected to keep their animal under control at all times. The show committee may disqualify any animal that they deem to be wild and un-manageable. Any complaints must be presented in writing on the day of the show to Jeannie Dudding or Billy Farrier, and must be signed by the person(s) registering the complaint. Newport Fair, Giles FFA Chapter and/or Virginia Cooperative Extension (as well as any persons pertaining thereto) are not re-sponsible for any injuries to exhibitors, animals, or spectators. THIS IS A DRY SHOW. Cattle, lambs, and goats are to be shown clean and dry. ABSOLUTELY NO WASHING ON SITE! Exhibitors are expected to care for their animals in an acceptable manner and adhere to market animal production quality assurance guidelines. Any pre-show administering of a compound not approved by the FDA that may cause a quantitative or qualitative change in the characteristics of the animal will cause immediate expulsion from the show and no premium money will be paid. The management has the right to disqualify any animal if their appearance or temperament has been changed or al-tered by any process. This includes attempts to dye, discolor the natural hair color and use of tranquilizers. Violation of any of these rules will result in disqualification, forfeiture of the premium, or both at the discre-tion of the show committee. · · Premiums will be awarded based on the number of entries at the beginning of the show. Any exceptions or changes to these rules or any topics not covered by these rules will be considered by the show committee members, and their decisions will be final. · · Show will continue, rain or shine, barring extreme weather conditions or events. Due to the FMD situation worldwide, the state veterinarian has suggested that all livestock shows require exhibitors/family/friends and others in attendance, who have been overseas visiting countries with active cases of FMD within three weeks preceding the show to avoid contact with any livestock. All animals will be examined on-site. Any animal showing signs of contagious diseases or signs of poor health such as unhealthy nasal discharge, excessive coughing, or feverish animals will be eliminated from the show and confined to truck or trailer. Due to the contagious nature of “Club Lamb Fungus”, “Wild Fun-gus”, “Ring Worm”, “Sore Mouth”, “Foot Rot”, and “Foot Scald” all animals will be inspected for signs or symptoms of the disease and others may be sprayed with anti-fungal solution prior to unloading. All decisions made by the examining party are final. · · · · All lamb and goat entries must carry a scrapie identification tag as part of the Scrapie Eradication program. We will add Little Showmen, and Non-owner showmanship classes as needed. There will be NO Poultry permitted on the fair grounds. NO Exceptions!
