The two great luminaries Mahatma Gandhi and Dr Martin Luther King, Jr were patrons of civil rights and social justice. The Department of State’s Bureau of Educational and Cultural Affairs announced the launch of the GandhiKing Scholarly Exchange Initiative, which brings together 20 emerging young civic leaders from India and the United States, read the US Department of State press release. It will advance civil rights, social justice, and inclusion on the local, national and international levels by exploring the histories and legacies of Mahatma Gandhi and Dr Martin Luther King, Jr. This exchange was championed by the late John Lewis, added the release. The exchange will open on June 15, 2022, with a one-week virtual program and orientation followed by a two-week academic residency hosted at Alabama A&M University, a Historically Black College and University (HBCU) and the University of Alabama. In addition to classroom learning and discussion, participants will visit civil rights sites in Montgomery, Selma, and Birmingham, Alabama; Memphis, Tennessee; and Atlanta, Georgia, said the release. In January 2023, the Indian and US participants will reconvene in India to visit important sites, communities, and organizations that build upon their academic curriculum, which is centred around the academic themes of peace, nonviolence, and conflict resolution and build their leadership capacities. The 51-year-old politician, who entered the headquarters of the federal probe agency in central Delhi around 11 am after starting from the Congress office on Akbar Road, was accompanied by a large convoy of party leaders including Priyanka Gandhi Vadra, Rajasthan Chief Minister Ashok Gehlot, and Chhattisgarh CM Bhupesh Baghel. He is being questioned by an Assistant Director level officer– the investigating Officer of the case– being supervised by a Deputy Director and a Joint Director. Another officer is learnt to be typing Gandhi’s statement which is being recorded under Section 50 of the Prevention of Money Laundering Act (PMLA). ED wants to know from the Lok Sabha member from Wayanad in Kerala regarding alleged financial irregularities in the partypromoted Young Indian Pvt Limited (YIL) that owns the National Herald newspaper. From shareholding pattern to transfer of AJL assets into YIL and various other unanswered questions linked are yet to be unearthed by the ED in the case. The ED is also investigating the financial transactions as well as the role of party functionaries in the functioning of AJL and YIL. National Herald is published by the Associated Journals Limited (AJL) and owned by YIL. The ED will also question Rahul Gandhi‘s mother and Congress interim president Sonia Gandhi regarding which it recently issued her fresh summons to appear before it on June 23 in the case. The case to investigate alleged financial Janjgir-Champa (Chhattisgarh) [India], June 15 (ANI): The young boy from Chhattisgarh, Rahul Sahu who fell into a borewell in Pihrid village of Janjgir-Champa district was successfully rescued after over 100 hours of operation, informed the officials. Sahu was safely extricated around midnight on Tuesday. “With everyone’s prayers and the relentless, dedicated efforts of the rescue team, Rahul Sahu has been brought out safely. It is our wish that he recovers completely as soon as possible,” tweeted Chhattisgarh CM Bhupesh Baghel adding the state has created history. Rahul Sahu was trapped in a 60-ft deep borewell in Pihrid village of Malkharoda block. Around 150 officials were deployed for the rescue operation. The rescue operation was jointly carried out by the Indian Army, National Disaster Response Force (NDRF) and District Administration. After rescue from borewell, 10-years-old Rahul Sahu was taken to Bilaspur Apollo Hospital where he is currently kept in the ICU under the supervision of a team of specialist doctors, informed Chhattisgarh government on Wednesday. Chhattisgarh Chief Minister Bhupesh Baghel confirmed Sahu’s health status and said that the boy has been kept in ICU. “With all your prayers our brave Rahul is in skilled hands. Sometime back the ambulance has taken him to Apollo Hospital. He is currently kept in the ICU under the supervision of a team of specialist doctors,” tweeted Chhattisgarh’s chief minister’s office. June 17, 2022 Friday INDIA THIS WEEK PM Modi announces 10 lakh jobs in 18 months New Delhi [India] June 15 (ANI): At a time when the job market globally is going through a tumultuous situation, Prime Minister Narendra Modi directed that 10-lakh people should be given jobs in the federal government in the next 18 months. It will have a tremendous positive impact on the economy of the country. “PM reviewed the status of human resources in all departments and ministries and instructed that recruitment of 10 lakh people be done by the government in mission mode in next 1.5 years,” the Prime Minister’s Office (PMO) tweeted. Immediately stepping into action following this directive, the Ministry of Home Affairs tweeted, “In line with instructions of PM @narendramodi to carry out 10 lakh recruitments in all GOI Deptts & Ministries over a period of 1.5 yrs, Ministry of Home Affairs has initiated steps to fill up vacancies in Mission Mode.” V a r i o u s government departments have flagged large number of vacant posts in government departments. Some have also raised concerns about work being affected due lack of staff. The media reports highlighted the prime minister’s focus on filling up vacancies quickly and to start the process within months. Following this, every department and ministry had prepared a list of vacancies against the sanctioned posts. It was reported that at a marathon four-hour-long meeting with all the central government secretaries in April, the PM had talked about the recruitment drive. PM Modi‘s direction to expedite the filling of vacancies gains importance in the light of the opposition trying to turn “vacancies” and unemployment in general in the recently held assembly elections, particularly in Uttar Pradesh. The re view meeting happened more than two months after PM Modi suggested the secretaries of the central government to take immediate steps to fill up existing vacancies in the ministries and departments. In another report, it was mentioned that during his meeting with the secretaries on April 2, the prime minister had stressed that employment should be the focus of all government interventions in public and private sectors. The cabinet secretary had written to the secretaries and requested them to initiate immediate action on the prime minister’s suggestion. According to the latest annual report of the Department of Expenditure on Pay and Allowances, the total number of regular central government civilian employees in position (including in the Union territories) as on March 1, 2020, was 31.91 lakh as against the sanctioned strength of 40.78 lakh and approximately 21.75 per cent of the posts were vacant. The report said almost 92 per cent of the total manpower is covered by five major ministries or departments — railways, defence (civil), home affairs, posts and revenue. Of the total strength of 31.33 lakh (excluding the Union territories), the percentage share of the railways is 40.55, home affairs 30.5, defence (civil) 12.31, posts 5.66, revenue 3.26 and all other ministries and departments 7.72. The total expenditure on pay and allowances (excluding productivity-linked bonus or ad-hoc bonus, honorarium, encashment of earned leave and travelling allowance) for the regular central government civilian employees, including the employees of the Union territories and missions, was Rs 2,25,744.7 crore in 2019-20 as compared to Rs 2,08,960.17 crore in 201819, as per media report. According to the report, against the sanctioned strength of 10.16 lakh in central police forces, 9.05 lakh employees were in position as on March 1, 2020. On the other hand, the sustained push by the Indian government to infuse funds and give a fillip to the country’s economy has begun to bear results in spite of the huge setback and disruptions caused by the COVID-19 pandemic over the past two years. Certain economic indicators such as job enrolments in the organised sector, rise in the number of new companies registered, growth of start-ups and rapid rise in the number of Unicorns in the country, a rise of employment opportunities in new sectors such as AI, cloud computing, data analytics, automation under IT/ITES clearly point towards an increase in creation of jobs in the country. The Quad has a rival, BRICS, which assembles ministers from Brazil, Russia, China, South Africa – and India and the leaders see India as the key member for the obvious reason of countering China. Tokyo recently hosted the “Quad“. The leaders of Japan, the United States, India and Australia had met at all is quite an achievement, especially when one of the key members, India, is taking a stance on Russia’s war on Ukraine so different from that of the others. India had abstained from voting on the UN Security Council resolution over Ukraine. Notably, the Quad has a sort of rival to BRICS, which since 2006 has assembled ministers from Brazil, Russia, India and China and which in 2011, will add South Africa. At first, the BRICS summits appeared to symbolize the growing importance of these big emerging economies, reflecting also in a Western-centric sort of way the fact that the idea of “the BRICS” was originally created by a British chief economist at the American investment bank Goldman Sachs as an intellectual piece of marketing, according to Asia Times. This year, BRICS will be chaired by China. As compared with the Quadrilateral Security Dialogue, the BRICS summits look almost technical in nature. The Quad was initiated by Shinzo Abe in 2007 with the idea of influencing or reshaping the grand stage of geopolitics, using joint military exercises between the four countries as a way to emphasize the Quad‘s role as a counterweight in the Indo-Pacific against China’s growing role. It is to be noted that India is a member both of the Quad and of the BRICS groupings. The quite intense annual program of BRICS ministerial meetings and other events shows that even if this grouping is largely ignored by the international media, it nevertheless has established quite a strong habit and necessity of consultation and collaboration among the five member countries. Japan, the United States and Australia see India as the key member for the obvious reason of countering China. But while India does see the need to counter or deter China, it plainly also sees a purpose in consulting quite intensively with China through the BRICS framework, Asia Times reported further. And, as everyone has been aware since Russia’s action in Ukraine on February 24, India remains dependent on Russia, which is China’s “strategic partner,” for military supplies and technology, and has refused to join in any sanctions or condemnations of Russia’s behaviour. The February’s joint statement between Russia and China about that strategic partnership, moreover, talks of an aim of deepening collaboration between those two countries and India. Swamy had approached the court alleging that the assets of AJL were fraudulently acquired and transferred to YIL, in which Sonia Gandhi and her son owned 38 per cent shares each. The YIL promoters include Congress President Sonia Gandhi and Rahul Gandhi. Swamy had alleged that the Gandhis cheated and misappropriated funds, with YIL paying only Rs 50 lakh to obtain the right to recover Rs 90.25 crore that AJL owed to Congress. Congress argued that YIL was a not-for-profit company under Section 25 of the Companies Act, 1956 that can neither accumulate profits nor pay dividends to its shareholders. Calling it a case of political vendetta, senior Supreme Court advocate and Congress leader Abhishek Singhvi had said, “This is truly a very weird case — an alleged money laundering case on which summons are issued with no money involved.” The federal agency’s move followed the questioning of senior Congress leader Mallikarjun Kharge and Congress Treasurer Pawan Bansal in April this year in New Delhi in connection with its money laundering probe into the National Herald case. The agency then recorded the statements of both the Congress leaders and then under the PMLA. The National Herald is published by AJL and owned by YIL. While Kharge is the CEO of YIL, Bansal is the Managing Director of AJL. Meanwhile, all roads leading to the ED office in central Delhi are still barricaded by the police amid heavy deployment of Rapid Action Force personnel. The Delhi Police has imposed provisions of Section 144 Code of Criminal Procedure to prohibit assembly and entry of people on roads leading to the ED headquarters in Pravaratan Bhawan on APJ Abdul Kalam Road. Earlier in the day, the Delhi Traffic Police had issued an advisory for residents of the national capital asking them to avoid certain roads in wake of the proposed march that will be carried out by the Congress party from its headquarters to the ED office where Rahul Gandhi is being questioned. Congress leaders detained amidst protest as Rahul Gandhi appears before ED Rajasthan chief minister Ashok Gehlot, along with other top Congress party colleagues Adhir Ranjan Chaudhari and KC Venugopal were among those detained on Monday as party leader Rahul Gandhi arrived at the Enforcement Directorate office here today for questioning in the National Herald money laundering case. Delhi Police on Monday detained Congress workers including Adhir Ranjan Chaudhari, KC Venugopal, Deepender Hooda and Jairam Ramesh among other MPs who joined a huge protest by Congress workers who shouted slogans against the central government. According to sources, Venugopal’s health is not well and he was taken to Tughlaq Road police station. Deepender Hooda, Gehlot and other Congress leaders were detained and they were taken to Fatehpur police station in buses. Congress leaders Rajni Patil, Akhilesh Prasad Singh, L Hanumanthaiah and Su Thirunavukkarasar were detained at Mandir Marg Police Station. Soon after they were detained, Rajya Sabha MPs Rajni Patil and L Hanumanthaiah said they will move a privilege motion in both Houses of Parliament against their undemocratic detention. Congress lawyers move NHRC, file complaint against Delhi Police The Legal and Human Rights Department of Delhi Congress on Monday moved National Human Right Commission (NHRC) alleging that Delhi Police forcefully and illegally detained the advocates who were present at the spot to assist the Congress Party to render legal help and to protect constitutional rights. The complaint stated that the lawyers were not a part of the protest and were performing their professional duty towards the Congress party. Advocate Sunil Kumar, Chairman Legal and Human Rights Department of Delhi Pradesh Congress Party (DPCC) seeks NHRC to investigate the same, take stern action against the erred police officials and save the lives and limbs of the advocates falsely implicated in the above-mentioned facts and circumstances. The complaint also mentioned that the advocates were in robes showing that they were doing their professional duty and were not part of the protest. The advocates informed the police that they were there to render legal help to the congress party, but the police took them in custody, stated the complaint. The complaint further alleges that during the custody of the advocates, the police officials harassed them, which is an illegal, unethical and unconstitutional act on the part of the police. June 17, 2022 Friday INDIA THIS WEEK Andhra CM disburses Rs 2,977 cr under YSR free crop insurance scheme Sri Satya Sai District (Andhra Pradesh) [India], June 14 (ANI): For the third year in a row, as part of the YSR free crop insurance scheme, Andhra Pradesh Chief Minister YS Jagan Mohan Reddy disbursed Rs 2,977.80 crore for over 15 lakh farmers across the state who suffered crop loss during the Kharif season in 2021. The insurance amount was disbursed during an event held at Chennekothapalli in Sri Sathya Sai district on Tuesday. The compensation amount is being given as part of the Pradhan Mantri Fasal Beema Yojana and the State government’s ‘Free Crop Insurance’ scheme. “If the crop is lost, the farmers are in distress. This in turn puts the state under distress. Hence, a revolutionary move was taken. If the farmers lose crops in one season, we directly place the compensation amount in the hands of the farmers before the arrival of the same season next year. We pay crop insurance compensation without bribes or discrimination,” the CM said. Hitting out at the Telugu Desam Party, Jagan said that the previous TDP government was capable of not just aiding more farmers in just three years but also to clear the arrears the previous government had left. “The previous government disbursed just Rs 3,411 crores for 30.85 lakh farmers over five years. But, under our regime, in the last year three years, we have already disbursed a total sum of Rs 6,684 crore to 44.28 lakh farmers under YSR free insurance crops. Clearing out the arrears of the previous government, we are at every step ensuring the farmers welfare through timely payments,” the CM said. In the undivided Anantapur district, the total insurance amount disbursed was Rs 628 crore for the 2019 and 2020 Kharif seasons. This year, while the government had announced a disbursal of Rs 467.81 crore as part of crop insurance for 3.35 lakh farmers in undivided Anantapur district, after reorganisation, the government has deposited Rs 885.45 crore into 4,04,461 farmers’ bank accounts as compensation in Anantapur and Sri Sathya Sai districts. While 1,71,881 farmers in Sri Sathya Sai district have received Rs 255.78 crore, 2,32,580 farmers in Anantapur received Rs 629.77 crore. “Once upon a time, Anantapur district was a drought district. Now there is plenty of water. The farmers have benefitted in the district over the past three years. We have spent Rs 1,27,823 crore on farmers in these three years. We are ensuring revolutionary change in the agriculture sector through RBKs – one that the whole country is witnessing and taking notes of,” the CM highlighted at the event. The Chief Minister also said that the state government will not stop its efforts to aid to the farmers like the previous government. The CM also highlighted the lapses in the TDP manifesto and the promises they did not keep during their tenure. “We are not competing with the past CMs in terms of doing good to the farmers. We are competing with the country. Chandrababu Naidu did not cater to the farmers and did not keep up with the manifesto promises made by TDP,” the CM noted. (ANI) Senior Assam government official held for accepting bribe Guwahati (Assam) [India], June 15 (ANI): Assam Police on Wednesday nabbed a senior Accountant working in the Cachar Treasury of Silchar while allegedly accepting a bribe of Rs 10,000 in Assam’s Cachar district. The arrested person has been identified as Madan Mohan Singha, who worked as a Senior Account Assistant at the office of the Treasury Officer in Cachar Treasury of Silchar. A case has been registered against Madan Mohan Singha with the Vigilance and AntiCorruption branch under section 7(a) of the Prevention of Corruption Act, 1988 (as amended in 2018). “A complaint was received at the Directorate of Vigilance and AntiCorruption, Assam alleging that S Madan Mohan Singha, Senior Account Assistant, at the office of the Treasury Officer, Cachar Treasury, Silchar demanded Rs 10,000 as a bribe from the complainant for processing the Commutation Loan of the complainant who is a retired Public Servant,” said Rajib Saikia, Chief Public Relations Officer (CPRO), Assam Police. “Unwilling to pay the bribe, the complainant approached this Directorate for taking necessary legal action against the above-mentioned public servant. Accordingly, a trap was laid on Wednesday in the office of the Treasury Officer, Silchar by a team of the Directorate of Vigilance and Anti-Corruption, Assam and Madan Mohan Singha was caught red-handed in his office soon after he accepted the demanded bribe amounting to Rs. 10,000 from the complainant,” he said. He further added that the bribe amount was recovered from the possession of the accused public servant in presence of the independent witnesses and accordingly he has been apprehended by the team. June 14 (ANI/Xinhua): Turkish President Recep Tayyip Erdogan said on Tuesday that the country’s national carrier will change its name to “Turkiye Hava Yollari” from “Turkish Airlines.” “‘Turkey’ no longer exists. It is Turkiye. From now on, we will write ‘Turkiye Hava Yollari‘ instead of ‘Turkish Airlines’ on the bodies of our planes,” Erdogan said at a ceremony to mark the launch of the country’s new communications satellite. “Hava Yollari” means “airlines” in the Turkish language. The campaign launched by Ankara to change the country’s official name from “Turkey” to “Turkiye.” The Turkish government sent a letter to the United Nations in early June to formally register the country’s name as “Turkiye.” The UN has adopted the new name. The motivation behind the move is to dissociate the country’s name from a large bird native to North America, which is called “turkey.” The Turkish nation has been called “Turkiye” since the foundation of the new republic in 1923. In December 2021, the Turkish government decided to use “Turkiye” as the country’s official name, citing that the original name better represents the country. Public institutions in the country have since started to use “Turkiye” in their official communications.
