prevent and treat child sexual abuse MESSAGE FROM THE PRESIDENT 30 years ago, CPTCSA began its work to build a primary prevention movement going upstream that focuses on child sexual abuse. The “River Story” is a common way to describe primary prevention. In the story, two fishermen come across a child struggling being pulled downstream. They rescue the child, only to hear another child screaming for help. They rescued that child too but soon they heard the cries of more children. Each of these children were taken to shore where villagers waited to help. As the fishermen continued with this exhausting task, one of them started rowing upstream. The other fisherman in disbelief rebuked him by reminding him that there are still many children that need to be saved. But this fisherman responded, “I’m going upstream to see why so many children are falling in the river in the first place!” This conference is a celebration of 30 years going upstream and working to fix the bridge that allows so many children to fall through. The story of CPTCSA began in the early 1990’s. Two of the CPTCSA founders were working at CRIBS New Beginnings for girls who had experienced sexual abuse or exploitation. While working with the girls and young women in the New Beginning program, Zeny Rosales and Lois Engelbrecht looked more closely into the issue of sexual abuse of girls and knew that something had to be done about prevention and about treating these children without forcing them out of their homes and communities – sometimes the girls were moved to the institution for their safety, such as when mothers did not support their daughters when the offender was the father, but also placing the children in institutions made it easier for the legal system to have access to the client. This meant that these girls spent years out of their own community and away from the support of their families. Zeny and Lois wanted to better understand the extent of the problem, so they contacted Dr. Sherry Hamby, author of the Juvenile Victimization Questionnaire, for permission to adapt and translate the tool. With that done, they then went into schools where the NB girls were attending and got permission to give the survey to certain grades. Celebrating 30 years working to prevent and treat child sexual abuse MESSAGE FROM THE PRESIDENT Today this research would not be given much attention because it was small. But the results were something even Zeny and Lois did not expect. More than half of the respondents stated that they had experienced at least one of the examples of sexual abuse stated in the survey and more than that had experienced examples of physical abuse or neglect. Of note is that boys experienced sexual abuse at the same rate as girls. This led to the decision to do something. A group of professionals was gathered into a Board: Dr. Lesaca as psychiatrist, Irene Fellizar a social worker, Dr. Leah Paquiz an educator, Dr. Til Fullerton a counselor, and Justice Luciano. Lois went to the USA for 6 months to do some research on possible materials and services – at that time we had to go outside of the country because we did not have anything here. When she came back in 1995, the group of professionals named themselves CPTCSA and began the process to get legalized. It is important to note that CPTCSA is deeply grassroots. We saw a problem, we researched possible solutions, we formed groups to handle the issues, we drew up plans. And only when we were ready did we look for funding. We are not an International NGO with roots to foundational funds. We are deeply at grassroots and remain so today. We started out with a grant of $15,000 for a 3-year pilot. PhP250,000 a year to cover everything, from salaries to rent to programs. Goals to fix the gap in the bridge: 1. Support from the Supreme Court . 2. Clarify kinship care as foster care thus requiring all of the same support for both, with a focus on child victims of online sexual exploitation facilitated by their parents 3. Continue to strengthen ties between authority and grassroots clientele One of the first things that CPTCSA did, was to invite all the fishermen and concerned villagers to come together to talk about how to move the country forward. With the help of CWC, this gathering was the first meeting of the National Awareness Week for the Prevention of Child Sexual Abuse and Exploitation, which was signed into law by President Ramos, PP731, 1996. We continue to celebrate this event annually. And this conference hopes to highlight for you the many changes in the country because of the many fisher people and villagers with the courage to take up the challenge. It is my honor to represent CPTCSA's journey upstream, a journey that is not nearly yet over. But I believe that we can and will get to the journey destination because of all those who are equally as committed to our goal to protect our children from child sexual abuse. I want to share some of the major milestones of our 30-year upstream rowing. However, while I write these as our milestones, they could not be accomplished without all the other fisher people and villagers that joined in our journey. The city traces its long colorful history to the Old Town of Polo, then part of the province of Bulacan, which was established in 1623. It began as a tiny settlement of small fishermen along the coast of Manila Bay.
