321st CA BDE – CENTAM GUARDIAN 25
12 MAY OPENING CEREMONY Mission: 321st Civil Affairs Element (CAE) deploys to conduct Civil Affairs Operations (CAO), 11-24 MAY 2025, ISO USSOUTHCOM and ARSOUTH CENTAM GUARDIAN-GTM-25, IOT integrate civil considerations into CPX/FTX operations and train identified CA METL tasks. 12 MAY 2025: CENTAM GUARDIAN 25 opening ceremony at the Mariscal Zavala Military Base in Guatemala City, Guatemala - introduction of all the UAPs and participating partner nations. CAE coordinated and synchronized with JTF-B and UAPs IOT establish unified LOE priorities in support of CG 25. CAE established the Civil Military Operations Center (CMOC) and began planning and coordination of Civil Engagements (CE) and Civil Reconnaissance (CR) missions in anticipation of the exercise execution phase. Next 24 (13 MAY 2025): 5 PAX (3 Officers and 2 Enlisted) will conduct CE with the hospital director at Centro Medico, a medical facility in Guatemala City. 1 PAX (Officer) will provide support to JTF-B J7 and CONRED ENs ISO bridge assessment(s). Next 48 (14 MAY 2025: Conduct CE with COL Olivares, COE, Dominican Republic. 1 PAX (Officer) to support JTF-B J7 during additional bridge assessments. 12 MAY - Opening ceremony with remarks from U.S. Ambassador to Guatemala, Tobin Bradley, and key leaders of the Guatemalan Ministry of Defense. Partner Nations participating in the CENTAM GUARDIAN 2025 exercise are: Guatemala, Costa Rica, Honduras, El Salvador, and the Dominican Republic. N The CAE established the CMOC and began coordinating CE and CR missions in anticipation of the exercise execution phase. The CAE attended the opening ceremony along with distinguished visitors from partner nations and representatives of UAPs participating in the exercise.
13 MAY COSEDE Higher Mission: 321st Civil Affairs Element (CAE) deploys to conduct Civil Affairs Operations (CAO), 11-24 MAY 2025, ISO USSOUTHCOM and ARSOUTH CENTAM GUARDIAN-GTM-25, IOT integrate civil considerations into CPX/FTX operations and train identified CA METL tasks. Mission: CLT 3213 conducts Civil Engagement with the representatives of DSCA Institute of Security Governance (ISG) and Partner Nation at the Army Higher Education Center Guatemala (COSEDE) on 13MAY2025 IOT enhance understanding of the current threats in the operational environment and in support of the Security Cooperation Office and Country Team Guatemala. Execution: CLT 3213 met with Carlos Ojeda (ISG Coordinator), Eric Stalholm (Regional Program Lead) and COSEDE students. The center provides leader professional education that enhances Institutional Capacity Building (ICB). CLT 3213 was able to assess/gather information on the presented current National Risk Agenda (ANR) and associated National Security Policy and National Security Agenda. First day of classes for military and civilian leaders. The priority is the ability to plan and participate in policy-making that advances Guatemala strategic goals. The committee member of the Technical Ministry of Strategy and Plans, Turquesa Castellanos, presents the current National Risk Agenda and explains the role military leaders play in forming the National Security Policy. N N Presented National Security Policy and National Security Agenda - documents that describe the overarching policy framework for national security policy and outline the priority actions, timelines and response institutions. Civil Engagement with the country ISG Coordinator, Carlos Ojeda, who facilitates the continued courses that promote ICB and ensure military leaders are proficient in utilizing the Integrated Planning and Management System for Defense (SIPLAGDE)

13 MAY BRIDGE XALTAYA Higher Mission: 321st Civil Affairs Element (CAE) deploys to conduct Civil Affairs Operations (CAO) 11-24 MAY 2025, ISO USSOUTHCOM and ARSOUTH CENTAM GUARDIAN-GTM-25, IOT integrate civil considerations into CPX/FTX operations and train identified CA METL tasks. Mission: Civil Liaison Team (CLT) 3212 along with SC J7 Team conducted Civil Reconnaissance (CR) and Civil Engagement (CE) on 13MAY2025 at Bridge Xaltaya, in Santo Domingo, Sacatepequez IOT assist J7 to conduct a bridge assessment and to enhance familiarity of the area. Execution: CLT 3212 and J7 Team met with CONRED delegate of the Sacatepequez department, Fernando Lopez, to conduct a bridge assessment and to discuss current operational practices for Humanitarian Assistance (HA)/Disaster Response (DR) operations in the area. CLT 3212 conducted an unplanned CE with the Santo Domingo’s Mayor’s assessor, Licenciado Jose Garcia, who stopped and offered assistance. Licenciado Jose Garcia coordinated with local police to control traffic during the assessment. CLT 3212 discuss with CONRED and local transit Police Officer the volume of daily traffic, about 2,000 vehicles, and alternate routes to the nearby cities and towns. J7 Team conducting an assessment of the bridge current condition and weight capacity. CONRED confirmed with the municipal engineer that the weight capacity is 20 Tons. J7 Team assessing the base of the bridge and determined that there was no damage; further details will be provided by J7 report. Bridge was built in 1998. CLT 3212 and J7 discussing overall details about the bridge with CONRED and learned that it receives maintenance twice per year to prevent erosion.

13 MAY CENTRO MEDICO Higher Mission: 321st Civil Affairs Element (CAE) deploys to conduct Civil Affairs Operations (CAO), 11-24 MAY 2025, ISO USSOUTHCOM and ARSOUTH CENTAM GUARDIAN-GTM-25, IOT integrate civil considerations into CPX/FTX operations and train identified CA METL tasks. Mission: Civil Liaison Team 3211 conducts a Civil Engagement, 13 May 25, with Fernando Bracamontes, the administrative assistant to the Director of Centro Medico, located in Guatemala City in support of HA/DR readiness CG 25. Execution: CLT 3211 conducted a civil engagement assessment, identifying the disposition, composition, strengths, and weaknesses of Centro Medico. Although a private hospital, Centro Medico maintains regular communication and collaboration with the Ministry of Health. Its services are comparable to those of U.S. hospitals, though it lacks ambulance capabilities; emergency transport is handled by private providers and municipal authorities (Alcaldías). The hospital typically operates with a full staff, including physicians based in Guatemala City. However, during natural disasters, staffing may be affected, as many nurses and administrators live outside the city and face challenges such as limited communication, mudslides, traffic congestion, and damaged infrastructure. Other limitations are a single-person triage room and short-term morgue capabilities for only 4 people with no refrigerated contingency. CLT 3211 conducted a hospital walkthrough, and Fernando Bracamontes provided an overview of Centro Medico’s triage and emergency treatment patient flow.
