The Department of Posts, under the Ministry of Communications, said the move comes after the successful implementation of a Delivery Duty Paid (DDP) mechanism to comply with updated US Customs and Border Protection (CBP) regulations. Postal services to the US had been suspended on August 22 after Executive Order 14324 removed de minimis treatment for postal shipments, requiring upfront duty collection and remittance on all incoming items. “After extensive system development, coordination with CBP-approved Qualified Parties, and successful operational trials in Delhi and Maharashtra, India Post has now established a compliant DDP mechanism,” the Ministry stated. Under the new system, all customs duties for postal shipments to the US will be collected at the time of booking in India and remitted directly to US authorities. Postal shipments will incur a flat customs duty of 50% on the declared FOB value under the International Emergency Economic Powers Act (IEEPA) tariff. No additional product-specific duties will be imposed, providing a cost advantage to exporters. India Post will not charge extra for facilitating the DDP process; international postal tariffs remain unchanged, supporting MSMEs, artisans, e-commerce sellers, and small traders. All categories of international mail, including EMS, Air Parcels, Registered Letters or Packets, and Tracked Packets, can now be booked to the US from any Post Office, International Business Centre (IBC), Dak Ghar Niryat Kendra (DNK), or via the India Post self-service portal. The Department has instructed postal heads to conduct outreach programs to raise awareness among exporters and small businesses about the renewed opportunity. The resumption of services is considered a milestone in strengthening India’s global postal and export logistics network, aligning with initiatives such as Make in India, One District One Product (ODOP), and Dak Ghar Niryat Kendras (DNKs). Seven other hostages had already been transferred earlier to the Red Cross and were en route to Israeli forces. According to police officials, the moving bus, which had departed from Jaisalmer around 3 p.m., suddenly caught fire after smoke emerged from its rear section. The vehicle was quickly engulfed in flames, leaving multiple casualties. Jaisalmer Additional SP Kailash Dhan said, “The moving bus burst into flames. Casualties have been reported. The injured have been rushed to the hospital. Rescue operation is continuing.” Local villagers and passersby rushed to the spot and helped rescue passengers until fire and police teams arrived. Rajasthan Chief Minister Bhajanlal Sharma visited the accident site and expressed deep grief over the tragic loss of lives. October 17, 2025 Friday India This Week “88 hours is what it took for the enemy to come and ask for cessation of hostilities”: DGMO Lt Gen Rajiv Ghai on Op Sindoor New Delhi [India], October 14 (ANI): Director General of Military Operations (DGMO) Lieutenant General Rajiv Ghai has said that India achieved its political and military aims of Operation Sindoor to punish Pakistan for sponsoring cross-border terrorism, adding that there has been a maturing of India’s doctrine beyond the binaries of peace and war. Lt Gen Ghai, speaking at the United Nations Troop Contributing Countries’ (UNTCC) Chiefs’ Conclave, said Operation Sindoor, carried out in response to the Pahalgam terror attack, marked a fusion of military precision and diplomatic agility, informational superiority, and economic leverage. He noted that India is a long-standing and proud contributor to UN peacekeeping operations and has itself recently navigated the complexities of modern conflict through Operation Sindoor. “This was not a distant engagement. It was a direct response to evolving threats, complex operational environments, and our imperative to respond to the scourge of terror- ism,” Lt Gen Ghai said. He also recalled India’s past responses to terror attacks through surgical strikes in 2016 and aerial strikes in 2019. “This time, it was the intensity and the magnitude of the events that took place which compelled us to respond with the kind of action that you are all well familiar with,” he said. “It’s in the late 80s that this problem started in Jammu and Kashmir. Since then, we’ve had more than 28,000 terror incidents. Since the 90s, we’ve had more than 100,000 people from the minorities compelled to move out of Jammu and Kashmir — a migration of more than 60,000 families. About 15,000 innocent civilians and more than 3,000 security personnel have been killed, and it’s very clear where this is coming from,” he said. “It is not as if Operation Sindoor happened overnight. If you take your mind back to the attack on our Parliament in 2001, we were compelled to carry out a mobilisation on our borders and remained there for almost a year. Yet, wiser sense prevailed, and we didn’t take matters forward. In 2016, some of our security personnel were barbarically ambushed, their tents set on fire, and we resorted to an action yet in the vicinity of the LoC. In 2019, we carried out a precision strike across the LoC and restricted it to that. But this time, it was the intensity and the magnitude of the events that took place,” he added. Lt Gen Ghai referred to Pakistan’s propaganda in the wake of Operation Sindoor and said India’s decisive military action had exposed the nexus between the Pakistani Army and terrorists. “The fact that the Pakistan Army and its chief were under duress at the time is known to everybody. There was a need for him to revive not only his image but that of the Pakistan Army itself. The best and only way known to them was to do what they did, as cowardly as it may have been,” the DGMO said. “There was, after all this had happened, a very blatant flaunting of the nexus — which even surprised us that caution had been thrown to the winds. The picture says it all — a terrorist proscribed by the United Nations leading a prayer service for those that had been killed. Lt Gen Ghai said India’s military actions were targeted, controlled, and non-escalatory, and were openly acknowledged to maintain credibility. “We also made sure that we put into place critical and significant conventional measures to apply pressure. We carried out some significant and telling forward deployments, extending our punitive reach to unprecedented levels,” he said. India carried out precision strikes on terror infrastructure in Pakistan and PoJK in May this year in response to the Pahalgam terror attack. The Indian Armed Forces effectively repulsed subsequent Pakistani aggression and pounded its airbases. Pakistan’s DGMO had called his Indian counterpart, and the two countries agreed to a cessation of hostilities. Singh’s statement came as he visited the twoday “The Splendour of Kashmir” exhibition organised in the national capital with the support of FICCI-FLO. “Prime Minister Narendra Modi government’s decision to reduce GST on Pashmina products to 5 per cent had not only boosted a very important and historic traditional handicraft of Jammu and Kashmir, but also increased the business potential for artisans and entrepreneurs,” Singh said. The Minister further said that the decision to reduce GST tax has exposed the new generation and the youngsters to the versatile grandeur and beauty of Pashmina and at the same time, encouraged new entrepreneurs to take to this vocation. When the minister asked the founder and curator of “The Splendour of Kashmir”, Varuna Anand, about the difference after the reduced GST rates came into effect from September 22, he was told that within a short span of just about three weeks, the sales had gone up multiple times. Lauding Varuna Anand and her team for this successful venture, Singh observed that this was one of the finest examples of women-led entrepreneurship and noted that while on PM Modi’s call from the Red Fort, the number of StartUps in the country had gone up from around 350 to over 1.7 lakh, what is significant is that large numbers of these are women-led and many from Tier 2 and 3 cities. Interacting with the founder, Varuna Anand, the Minister appreciated the intricate craftsmanship and the months of dedicated labour that go into making a single Pashmina shawl. He was briefed about the entire process, from the delicate hand-spinning of fine Pashmina yarn to the detailed embroidery that reflects the cultural heritage of Kashmir. Varuna Anand highlighted that the recent reduction in GST on handmade shawls, from the earlier 12–22 per cent slab to 5 per cent, has given a significant boost to the traditional handicraft sector, enabling artisans to reach wider markets and enhance their livelihoods. Singh commended the initiative for not only preserving India’s timeless craft traditions but also providing a platform for women entrepreneurs. “This also reflects the growing contribution of women in shaping India’s innovation and economic landscape,” said the Minister. Pashmina is a special type of fine Kashmir wool derived from the undercoat of the Changthangi goat, native to high altitudes (above 15,000 feet) in Ladakh, Jammu and Kashmir, India. The wool fibres are extremely fine, measuring between 12 and 16 microns, which is thinner than human hair, giving Pashmina its exceptional softness, warmth, and lightweight properties. (ANI)

ECI deploys around 8.5 lakh officials for elections in Bihar New Delhi [India], October 9 (ANI): To ensure the smooth and orderly progress of the various phases of elections in Bihar, around 8.5 lakh election officials have been deployed, said the Election Commission of India (ECI) in a press note on Thursday. The Bihar Assembly election will be conducted in two phases, covering all 243 constituencies. The first phase of polling will be on November 6 for 121 constituencies, while the second phase on November 11 will cover the remaining 122. The counting of votes will take place on November 14. The personnel to be deployed include nearly 4.53 lakh Polling Personnel, 2.5 lakh Police Officials, 28,370 Counting Personnel, 17,875 Micro Observers, 9,625 Sector Officers, 4,840 Micro Observers for counting and upto 90,712 Anganwadi Sevikas may also be deployed, said the ECI. The election ma- chinery, including 90,712 BLOs and 243 EROs is available for the voters on a phone call and through the Book-a-call to BLO facility on the ECINet App. Call centre number +91 (STD Code) 1950 is also available for registering any complaint/query at the DEO/RO level, the ECI informed. All the personnel deployed shall be deemed to be on deputation to the Election Commission as per the provisions of Section 28A of the Representation of the People Act, 1951.In a first, one General Observer has been deployed for each of the 243 Constituencies in Bihar to function as the eyes and ears of the Commission. In addition, 38 Police Observers and 67 Expenditure Observers have also been deployed. The Observers will station in their respective Constituencies and meet political parties/candidates on a regular basis to address their concerns, said the ECI. In the Bihar Assembly election, the NDA led by the BJP and JD(U) will be up against the INDIA bloc, led by Tejashwi Yadav of the RJD, the Congress, the CPI (ML) led by Deepankar Bhattacharya, the CPI, the CPM, and Mukesh Sahani’s Vikasheel Insaan Party (VIP). The new entrant, Prashant Kishor’s Jan Suraaj, has also staked claims on all 243 seats of the state. (ANI) Bihar assembly polls: ECI issues directions to enforcement agencies to prevent use of money power New Delhi [India], October 15 (ANI): In order to curb the use of money power, freebies as well as drugs, narcotics and liquor in the ensuing elections, the Commission has issued directions to all the Enforcement Agencies for the two-phase Bihar assembly polls and bye-elections in 8 Assembly constituencies.In a statement, the poll body said that expenditure Observers have already been deployed to monitor the election expenses incurred by the Candidates and have reached their respective Constituencies on the day of the notification of elections.” During the visit they will meet all the teams engaged in expenditure monitoring,” the ECI said. “Flying Squads, Surveillance Teams, Video surveillance teams will be vigilant round the-clock to monitor any suspected instances of money power or other inducements being used to sway the voters”. The poll body stated that a total seizure of Rs 33.97 crore worth of cash, liquor, drugs and freebies has been done by different enforcement agencies since announcement of elections. Earlier on Sunday, the ruling National Democratic Alliance (NDA) announced its seat-sharing arrangement for the upcoming Bihar elections, with the BJP and JDU to contest on 101 seats each, the LJP (Ram Vilas) on 29 seats, the Rashtriya Lok Morcha on six seats, and the Hindustani Awam Morcha (HAM) on six seats. The NDA partners include the Bharatiya Janata Party (BJP), Janata Dal (United) (JDU), Lok Janshakti Party (Ram Vilas), Hindustani Awam Morcha (Secular), and Rashtriya Lok Morcha.
