The air pollution levels in Delhi came down to the ‘poor’ category from ‘very poor’ on Tuesday as the national capital recorded an AQI of 221. Air Quality Index is a tool for effective communication of air quality status to people in terms, which are easy to understand. It transforms complex air quality data of various pollutants into a single number (index value), nomenclature and colour. The Air Quality Index from 0 to 100 is considered as good, while from 100 to 200 it is moderate, from 200 to 300 it is poor, and from 300 to 400 it is said to be very poor and from 400 to 500 or above it is considered as severe. Delhi’s air quality improved due to the decline in farm fires in its neighbouring states. The SAFAR said, farm fires in Delhi’s PM 2.5 pollution dropped to 3 per cent on Tuesday. In view of the improvement in the overall air quality of the DelhiNCR seen in the past few days, Stage III of the Graded Response Action Plan (GRAP) was revoked in the entire NCR on Monday. According to the police, at 4:35 pm on October 29, one Tank Lorry carrying 22,000 litres of petrol that was supposed to be delivered at Champhai met with an accident within the vicinity of Tuirial Airfield by turning turtle on the main road, thus spilling petrol out from the tanker on the surface of the road. A lot of people had gathered to collect and store the spilt petrol when it suddenly caught fire around 5.50 pm and four people lost their life on the spot. The police party and fire tenders immediately reached the spot to bring down the raging fire after the injured persons were immediately taken to various hospitals for treatment. “The Place of Occurrence (PO) was minutely inspected with the help of FSL (Forensic Science Laboratory) Team. Prima facie, it appeared that the cause of the accident the truck was rash and negligent driving on the part of the driver and when the people started collecting the spilling petrol, someone apparently lit a lighter or was smoking, etc., which ignited the highly inflammable petrol, resulting in the very unfortunate and tragic accident leading to loss and severe burn injuries to precious human lives,” the police said in its statement. Bawngkawn Police immediately proceeded with the investigation and based on the information from a reliable source, the police arrested one person identified as TBC Lallawmawma (28) of the Tuirial at midnight of November 1. “During sustained interrogation, the accused admitted his guilt on the morning of 2.11.2022 at about 11:00 am, stating that on a fateful day, he went to collect the spilling petrol from the Tank Lorry; however, as there was a huge crowd engaged in collecting the spilling petrol and due to the chaos, he was unable to get enough petrol. Infuriated, he came out in the middle of the road and lit a lighter and exposed it to a plastic water bottle containing some quantity of petrol collected by him and being carried by him, just to test whether it could burn or not,” the police said. As the petrol caught fire, he threw the burning bottle on the ground which eventually resulted in the big fire accident, it added. The police also mentioned that after the accused reached his home and came to know about the casualties, guilty he, tried to end his life by hanging from a tree nearby his house. However, when his friend and wife saw him, they rescued him by unfastening the noose. The police said that the accused has been forwarded to judicial custody on November 3, after observing all legal formalities under sections 279, 285, 304A, 336, 337, 338, 435 of the Indian Penal Code and section 184 of the Motor Vehicles act. The total death toll due to the fire incident has reached 11 till date, including the four persons who died on the spot while seven others are still undergoing treatment. “The person who lit a lighter in the middle of the road near the Tank Lorry was rounded up. He admitted to his guilt on November 2 stating that it was done inadvertently,” it said further adding that the accused has been arrested and sent to judicial custody. As per the police’s information on the day of the incident on October 29, a four-wheeler taxi and two two-wheelers also got damaged. “At least four people died and 10 others were injured in a fire incident in Tuirial, Aizawl district, after a tanker carrying petrol caught fire. A fourwheeler tax and two twowheelers also got damaged in the accident,” Aizawl Superintendent of Police C Lalruaia said on October 29.

The prime minister described Digital transformation is the most remarkable change of our era and stated that the proper use of digital technologies can become a force multiplier in the decades-long global fight against poverty. “Digital solutions can also be helpful in the fight against climate change – as we all saw in the examples of remote-working and paperless green offices during Covid. But these benefits will be realized only when the digital access is truly inclusive and when the use of digital technology is really widespread,” he said. “Unfortunately, till now we have seen this powerful tool only from the criteria of simple business, keeping this power tied in the ledgers of profit and loss,” he said. PM Modi said that it is the responsibility of us G-20 leaders that the benefits of digital transformation should not be confined to a small part of the human race. India’s experience of the past few years has shown us that if we make digital architecture inclusive, it can bring about socio-economic transformation. Digital use can bring scale and speed. Transparency can be brought in governance, PM Modi said, emphasising that India has developed digital public goods whose basic architecture has inbuilt democratic principles. These solutions are based on open source, open APIs, open standards, which are interoperable and public. “This is our approach based on the digital revolution that is going on in India today,” he said PM Modi cited the example of India’s Unified Payment Interface (UPI) to note that last year, over 40 per cent of the world’s realtime payment transactions took place through UPI. “Similarly, we opened 460 million new bank accounts on the basis of digital identity, making India a global leader in financial inclusion today. November 18, 2022 Friday INDIA THIS WEEK Cervical Cancer Elimination Day Religious conversions, separation of tribals from of Action: India will soon introduce forefathers would break India: HPV vaccination, says WHO BJP’s Prabal Pratap Singh a s h p u r (Chhattisgarh) [India], November 16 (ANI): Religious conversion and separation of tribals from their forefathers would break India, said BJP Yuva Morcha vice president Prabal Pratap Singh on Tuesday. He made the remark while speaking to ANI on Tuesday. Prabal Pratap Singh is the son of late Dilip Singh Judev. Notably, RSS chief Mohan Bhagwat unveiled the statue of late Dilip Singh Judev in Jashpur on Monday. Singh said, “The people of the city are thinking about the arrival of the RSS chief in various ways. But I would like to say that the RSS chief’s message was that tribal pride is needed not only in India but in the whole world. The pride of tribes is the pride of India.” “The arrival of the RSS chief gives the message that the entire area in the time of cultural revival, especially Vananchal, which has our roots, has to work together strongly. Because conversion efforts are going on to weaken these roots. By respecting our forefathers, we should not fall into the temptation of other religions, imposed cultures and imposed thoughts,” Singh added. On the other hand, Kunkuri MLA U D Minj said, “Late Kumar Dilip Singh Judev has been a brave man of the region. Judev had put his honour at stake to bring BJP to power. After that he was ignored. After his death in 2013, the then Chief Minister announced to install his statue even after that it was not installed till 2018. This is painful for the people of this place. Lakhs of rupees were spent on the garden but torn polythene was put on his statue. It used to be a painful thing.” Notably, the RSS chief said, “All the religions of India have been given to India by the farmers and forest dwellers. The pride of that religion is the pride of the tribal people, therefore it is the pride of India.” (ANI) Ujjain (Madhya Pradesh) [India], November 11 (ANI): A youth was allegedly hung from a chain and beaten up with a stick at Sijawata village in the Ingoria police station area of Ujjain district, the police said. In a video of the alleged incident, which went viral across social media platforms, the youth is spotted hanging after being tied to the chain of a boring lifter. The visuals also purportedly show him being thrashed by an unknown person. After the video went viral, the local police station in charge Prithvi Singh Khalate was lineattached in connection with the matter. Ujjain SP Satendra Kumar Shukla told ANI, “A video has come to light showing a man mercilessly assaulting a youth in the Ingoriya police station area. The police station in-charge was aware of the incident but he did not take any action. He was immediately line attached. The matter is now under investigation by the sub-divisional police officer (SDOP). Action will be taken.” According to reports, the video is said to be around about a month old. The victim did not lodge any police complaint as she panicked and left the village, police said. (ANI) Youth hung from chain and thrashed in Ujjain: Police New Delhi [India], November 16 (ANI): India will soon introduce the human papillomavirus (HPV) vaccination to eliminate cervical cancer as a public health problem, said Dr Poonam Khetrapal Singh, World Health Organization (WHO) Regional Director for South-East Asia. Globally, cervical cancer is the fourth most common cancer among women, with an estimated 604000 new cases and 342000 deaths in 2020, of which the Region accounted for 32 per cent and 34 per cent, respectively. “ Va c c i n a t i o n of girls against human papillomavirus (HPV), screening and treatment of pre-cancer lesions, and improved access to diagnosis and treatment of invasive cancers are critical, cost-effective measures that policymakers should urgently apply to eliminate cervical cancer as a public health problem,” said Dr Singh. Countries of the Region continue to make steady and sustained progress against cervical cancer, in line with the region’s flagship priority on preventing and controlling non-communicable diseases, as well as the 2021 Regional Implementation Framework on eliminating cervical cancer as a public health problem. “Five Member States – Bhutan, Maldives, Myanmar, Sri Lanka and Thailand – have introduced nation-wide HPV vaccination, which Bangladesh, India and Timor-Leste will soon also introduce. HPV vaccination has been introduced in several provinces of Indonesia, protecting tens of millions of girls,” said Dr Singh. Almost all countries of the Region continue to carry out population-based cervical cancer screening, and several have also included cervical cancer screening in essential services or universal health coverage packages. In 2017, the Region became the first WHO region to publish a training package for health workers on cervical cancer screening and management of cervical pre-cancers. Amid the COVID-19 response, WHO has continued to carry out Regional health worker training in colposcopy and cervical cancer prevention. Ten of the Region’s 11 Member States provide tertiary care services for cancer diagnosis and treatment – including surgical and chemotherapy services – and nine also offer radiotherapy services. Gaps and challenges nevertheless persist, which if unaddressed, will prevent the Region from achieving the global 90-70-90 targets: that is, by 2030, ensure that 90 per cent of girls are fully vaccinated with HPV vaccine; that 70 per cent of women are screened using a high-performance test by 35 years of age, and again by 45 years of age; that 90 per cent of women identified with cervical disease or pre-cancer are treated; and that 90 per cent of women with invasive cancer are effectively managed. On the elimination of cervical cancer, Dr Singh said, “WHO is calling for action in several key areas to achieve the elimination target of four or fewer cases per 100000 women. First, in all countries of the Region, political commitment must be strengthened, and efforts to eliminate the disease accorded the highest priority at the highest levels, mobilizing domestic, international and global financing. Second, in countries that already provide routine HPV vaccination, coverage must continue to expand, even above the 90 per cent target. Countries which are yet to provide routine HPV vaccination should do so without delay. All countries should shift to HPV DNA testing, strengthen timely management of pre-cancer lesions, and ensure access for all to quality, appropriate and timely diagnosis and care for invasive and advanced cancers, including palliative care.” “Third, efforts to eliminate cervical cancer must be better integrated with other key health services and programmes, such as for HIV/AIDS, sexual and reproductive health, family planning and cancer control. Women living with HIV are six times more likely to develop cervical cancer compared to women without HIV, and an estimated 5 per cent of all cervical cancer cases are attributable to HIV. Fourth, national, international and global partners must continue to support national priorities and plans, prevent duplication and fragmentation, and provide adequate, predictable and sustained technical, operational and financial resources,” she said. Delayed and/or inadequate action will cause additional morbidity and mortality. Globally, almost 90 per cent of all cervical cancer deaths occur in low- and middle-income countries – a tragedy for most of the world’s women and girls, and yet another reminder of how global inequities adversely impact health and well-being, and sustainable social and economic development. WHO reaffirms its commitment to support all countries of the Region to eliminate cervical cancer as a public health problem, making it a disease of the past, consigned to history.

FRIDAY All people of India are Hindus irrespective of religion, says RSS chief Mohan Bhagwat S u r g u j a (Chhattisgarh) [India], November 16 (ANI): Rashtriya Swayamsevak Sangh (RSS) chief Mohan Bhagwat said on Tuesday that all the people of India are Hindus and that whoever considers India as his motherland is a Hindu, irrespective of religion. While addressing a public meeting at Ambikapur in Chhattisgarh’s Surjuga, he said, “All the people of India are Hindus. Whoever considers India as his motherland is a Hindu. Be it a follower of any religion, whatever the dress. This is the truth and Sangh speaks this truth out loud. This is because we have been united for hundreds of years.” “In order to understand the Sangh, joining the Sangh is the best way. One can only know the Sangh by coming to the branch. There is no fee to come to the Sangh’s branch, sweetness can only be known by tasting it.” “The talk of separation goes on, but everyone has to remain one. Everyone has different gods and goddesses. There are people who do not believe in any God. There are people in India. This is going on since the Vedas, small-minded people quarrel among themselves. India is neither one worship, nor one language, there are many castes, yet India is one. Kings kept changing, but India remained the same,” he added. He added, “The Sangh cannot be compared, just like the sky cannot be compared. The meaning of Sangh cannot be guessed even by reading and writing.” He further stated, “We all have one ancestor. We all have had the same DNA for 40,000 years. Everyone should be firm in their worship. Do not try to change anyone’s worship. All the way out to one place. Everyone should walk on one path. Sangh has no selfinterest, Sangh doesn’t need popularity.” A road show and a public meeting were organized by the Rashtriya Swayamsevak Sangh (RSS) on Tuesday in Chhattisgarh’s Ambikapur. Sangh chief Mohan Bhagwat participated in the programme as the chief guest.
