Acknowledgements
The development of this framework would not have been possible without the invaluable
contributions and support from various stakeholders. The Office of the Government Chief
Information Officer (OGCIO) would like to extend sincere gratitude to the International

Foreword
It is with great pleasure that I present this Digital Transformation Masterplan for the
Government of Vanuatu. This document represents a critical step towards realising our vision
to create a modern and efficient public sector, driven by technology and continuous innovation.
Digital transformation is essential to ensuring that the Government of Vanuatu can deliver highquality services to all people of Vanuatu, fostering economic growth, and enhancing social
inclusion.
The development of this framework has been shaped by extensive consultations with key
stakeholders, including Government ministries, departments, agencies, the private sector, and
civil society organisations. It outlines a roadmap for how we can harness the power of digital
technologies to improve service delivery, streamline operations, and promote transparency
across Government functions and service delivery mechanisms. The guiding principles within
this framework emphasise inclusivity, resilience, and sustainability, which align with our
Vanuatu 2030 mission, and will assist in ensuring that no one is left behind as we embrace a
digital future.
Our journey towards a digitally empowered government will not be easy and will require strong
leadership, improved collaboration, and a commitment to continuous improvement. This
framework masterplan lays the foundation for creating a connected and capable government
that can adapt to the evolving needs of our people and continue to embrace technical evolution
to keep up with the challenges of the modern world.
