Aga Khan Agency for Habitat (AKAH) is a network agency of Aga Khan Development Network (AKDN). Founded and guided by His Highness the Aga Khan IV, AKDN brings together a number of development agencies, institutions, and programs and works in over 30 countries around the world. AKAH is an international emergency management and habitat development agency. It is ensuring the safety, preparedness and long-term resilience of communities and has its presence in fourteen states in India. It plays a key role in planning and delivering effective, efficient and context-specific disaster responses to vulnerable communities in which we work. Our technical capacities in disaster management are being enhanced through internationally recognised advance level trainings in search and rescue, water rescue, Incident Command Systems, Emergency Operation Centres, early warning systems and multi-hazard risk disaster management planning for urban and rural settlements. AKAH VISION AKAH MISSION To ensure that needy communities live in physical settings that are as safe as possible from the effects of natural and man-made disasters, that residents who do live in high-risk areas are able to cope with disasters and effects of climate change in terms of preparedness and response; and ensure that these settings provide access to social and financial services that lead to greater opportunities and a better quality of life. The Aga Khan Agency for Habitat was established to develop a holistic approach to all aspects that constitute a safe and sustainable habitat in which communities, families, and individuals can thrive. Approach: The eight shapes of our logo represent a cluster of houses, the central core is a symbol of a strong and central community area, and the opening at the base of each motif suggests an open door and inclusiveness. The logo is a true reflection of our belief that home is the core unit of society and symbolizes our philosophy of social connectedness, social co-existence, social inclusion, and open-mindedness. Training Communities to Respond to Disasters When a disaster strikes, victims are often left injured, marooned, trapped or in need of immediate first aid. Unfortunately, in such circumstances emergency services cannot reach affected areas immediately to provide this much needed assistance. Therefore, in the aftermath of a disaster, it is the community that becomes the first responder and provides critical assistance to those affected, thus reducing the number of overall casualties. Community members must therefore be trained to provide life-saving emergency services during those crucial hours after a diaster strikes. AKAH recognizes the crucial role that the immediate community plays post a disaster and its abilty to save lives if well-trained. AKAH therefore provides disaster preparedness and mitigation training to communities vulnerable to disasters across the country. To achieve this, AKAH works to form, train and support Community Emergency Response Team (CERT) teams made up of dedicated, highly motivated and well-trained volunteers from the community itself to respond to disasters and provide live-saving services. CERT – the Community Emergency Response Team is a team of trained first respondents from the community. It is a group of volunteers associated with AKAH led by the Disaster Management Deputy (CERT Leader). We never know when an emergency will strike in community which is why early preparation, community education, and constant vigilance are essential to keeping people safe. CERT enables people to become an active part of their safety and preparedness. Why is CERT Training needed? CERT training is designed to enable, educate and empower volunteers to help themselves, their family and the community during a disaster. CERT get trained on disaster preparedness for the hazards that may impact their area and trains them in basic disaster response skills, such as fire safety, light search and rescue, team organization, and disaster medical operations, emergency safe shelter management and command system. CERT training emphasizes safely "doing the most good for the most people as quickly as possible" when responding to a disaster. CERT Structure Every Community Center should have 5% of the population as trained CERT members Eligibility 18 – 50 years Two days training Nomination by Community Leader & DMD (CERT Leader) Minimum 50% Female participation Profile Scouts, Guides, Rovers, Rangers and Housewives Committed volunteers, regular community center attendees, members representing all societies, pockets & remote centers Community Emergency Response Team: A Training Manual 5 5
Awareness Enhance awareness and understanding about AKAH and its programme among the leadership and the community Implementation During a Disaster CERT act as a first responder to assist the community Provide support to DMD, DART & SART and in relief and rehabilitation During Peace Time Report to Community Leader and DMD, in case of any emergency/crisis situation Assist DMD in implementation of DRR programmes for the community, hazard analysis, Village Disaster Management Plan – VDMP update etc. Liaison with Community Leader and DMD for identification of hazards in Village. Assist in implementing Fire Evacuation and ShakeOut Drills (Earthquake Preparedness) in your settlement. Assist in refilling and servicing of fire extinguishers and recharging of emergency lights in your settlement. Carry out disaster awareness campaigns in their settllemnt, REC, among senior citizen etc. by using posters, banners, DVDs, painting competition, etc. Vigilantly alert and assume additional duty on during festivals, mass gathering and other events for fire safety and first aid Monitoring & Reporting Collect Pre & Post Questionnaires during implementation of DRR programmes Report to DMD for the participation of community in DRR programmes Community Emergency Response Team: A Training Manual 6
