(ROYAL PAHANG GOLF CLUB) (GOLF BYE-LAWS (W.E.F.01ST OKTOBER 2023) THERE BYE- LAWS AND LOCAL RULES SHALL REPEAL AND SUPERCEDE ALL PREVIOUS BYE-LAWS AND LOCAL RULES MADE BY THE CLUB. 1. RULES OF GOLF The Rules of Golf as regulated by the USGA and R&A as sanctioned by the Malaysian Golf Association (MGA) shall apply to all form of golf game in the Club. 2. LOCAL RULES The Competition Committee may from time to time make such Local Rules deemed necessary and shall reserve the right to amend, modify, postpone or cancel or likewise all competitions organized by the Club. The decision of the Competition Committee shall be final. 3. THE COMPETITION COMMITTEE The Chairman of the Competition Committee shall appoint the member of the Sub- Committee. 4. COMMITTEE OF APPEAL The Committee of Appeal shall comprise of the following:a. Captain – Chairman b. Vice Captain c. Club Manager d. Chairman of Competition Committee e. Members appointed by Captain or Chairman of Competition Committee. 1
COURSE CONTROL a. All daily play must start at the 1st or 10th Tee only, unless otherwise decided by the captain or the Chairman of the Greens Committee. b. All players must register at the Registration Counter and the Starter Lodge. c. All players have to report each of finish nine at starter lodge before proceeding to the next nine; 1st or 10th tee box. 6. ELIGIBILITY OF PLAY a. A player holding a valid USGA or the Malaysian Golf Association National Handicap System (NHS) card or otherwise permitted by the Club Captain or the Management Committee is eligible to play. b. Reciprocal members must satisfy all terms and condition as laid out in the Reciprocal Agreement with the respective Clubs. c. Walk-in players must satisfy all the terms and condition as laid out by the Club to be eligible to play. d. Registered Family Members, juniors and other persons with permission from the Club Captain or the Management Committee shall be eligible to play. e. Proficiency Test (PT) Card holders must be accompanied by a player with handicap of 20 and below who shall be responsible for his/her conduct in the golf course. f. All players must have valid Golfers’ Insurance as issued or recognized by the Club. 2
VISITORS a. Reciprocal Members: They can use the Club’s facilities up to a maximum of 14 times per year or any other number of times as agreed in the Reciprocal Agreements with the respective Clubs. They must abide by all Rules applicable to all members of the Club. b. Walk-In Golfers; They are allowed in the Club premises and the Golf Course after having registered and paid the necessary fees and must abide by all Rules applicable to all members of the Club. They must also abide by the Dress Code as enforced by the Club. 8. REGISTRATION OF PLAY All golfers must register with the Golf Registration Counter before each play. A specific Tee-Off time and Tee Box number will be allocated to the said flight. The registration clerk has the right to determine which Tee- Box to be allocated. A grace period of 5 minutes is given to the said flight to teeoff. The said flight will loose its allocated time and have to re register for a new allocated time at starter lodge. 9. COURSE BOOKING FOR PRIVATE COMPETITIONS All private competitions can only be held with the permission of the Management Committee upon terms and condition to be decided by the Management Committee. Priority of flights and standing shall be decided by the Management Committee with due notice given and posted at the Club’s Notice Board and online social media. 3
COMPETITIONS ORGANISED BY THE CLUB a. Eligibility Open to all members EXCEPT:(1) Defaulters (2) Those suspended for disciplinary offences. (3) In specified competitions where members’ handicaps did not satisfy the conditions laid out. (4) Not selected due to late registration or oversubscribed number of players. b. Registration / Entries All registrations and entries must follow the terms and conditions as stipulated by the Competition Committee. c. Withdrawal / Absent Withdrawal / Absence from the competition must be made at least 24 hours before the start of the competition failing which any fees due will still be charged to the member’s account and a show cause letter will be issued. d. Prize Presentation If a member is unable to the prize presentation due to whatever reason, his prize may be collected by his appointed representative but will not be eligible for Ball - sweep and / or lucky draw. e. RPGC Countback Ruling For Gross Winners (Club Championship Only) – Sudden death playoff. For Gross/ Nett Winners (Other Competitions) – The countback system is as follows: Last 18 holes, last 9 holes (1/2 ), last 6 holes (1/3 ), last 3 holes (1/6 ) and last hole. Lower handicap player will be declared the winner if everything is still square 4
REPRESENTING THE CLUB FOR COMPETITIONS Members selected to represent the Club for competitions will be eligible to claim for expenses incurred according to rates decided by the Management Committee. They will also be given one dozen golf balls with Club logo and two Club Tshirts and any other incentives as decided by the Management Committee. 11. CLUB COMPETITIONS AS SCHEDULED IN THE ANNUAL CALENDAR a. MONTHLY MEDALS (1) Open to all members with official handicaps of 24 and below for men. Junior & ladies will play with the approval of the Competition Committee. (2) Mode of play shall be Stroke play / Stableford / Bogey by rotation each month. (3) There shall be 3 divisions:A Medal (handicap 12 and below) B Medal (handicap 13 to 18) C Medal (handicap 19 to 24) Should there be necessity arising due to the number of participants, the Competition Committee reserves the right to change the number of divisions or cancel the competition due to poor response. (4) The number of prizes will be decided by the Competition Committee. (5) Free plus ball sweep – RM30.00 or any amount as determined by the Management Committee. 5
(1) The championship is a gross event for club members only with handicap of 12 and below. (2) It shall be decided over 2 consecutive rounds unless, due to unplayable condition, the Competition Committee decides otherwise. (3) In the event of a tie for the winner, a sudden death playoff according to designated hole(s) shall decide winner. (4) Running in conjunction with the championship is a Nett Event for participants with handicap 18 and below. Those in the championship will automatically qualify for this Nett event. The RPGC countback system will decide Nett ties. (5) Should the situation arise, the Competition Committee shall impose a cut-off point for the final day. (6) The number of prizes will be decided by the Competition Committee. (7) Fee (irrespective of whether participant makes the cut or not):- 2 Days Gross / Nett Championship RM70.00 Or any amount as determined by the Management Committee. c. INTER- CLUB MATCHES (1) The Competition Committee reserves the right to select from the registration list, the active players to represent the club. (2) Caddy and / or buggy fees for our visitors will be borne by the club. 6
