PEREZ BOULEVARD, DAGUPAN CITY 2400 PHILIPPINES CENTER FOR INTEGRATED EXTENSION SERVICES THE MAKING OF A HAVEN FOR MEN FOR OTHERS: RETROSPECTION OF THE ESTABLISHMENT OF UL Dagupan City, from the word “pandaragupan” meaning a place where people meet, is the center of trade not only in Pangasinan but also in Northern Luzon. Because of the voluminous activities taking place in this modest city, it continued to gain leadership in economic, political, and socio-cultural arena. One of the fast-developing institution during the middle years of the 20th century in Northern Luzon is the academic community. One of the key players in the academic community in Dagupan City was Atty. Luis F. Samson, a CPA-lawyer, war hero and civic player. Together with pioneering friends, Atty. Liberato LI. Reyna, Sr., Dean Basilio Fernandez and Dean Servillano Romasanta, he Founded the Luzon Colleges of Commerce and Business Administration (LCCBA) in 1948, with an initial enrolment of 243 students. From then on, Luzon Colleges carved out a name for academic excellence in Accountancy education. It has produced thousands of professionals who are gainfully and successfully employed and self-employed individuals here and abroad---- from bank tellers to managers, from instructor to professors, from government employees to government executives and others who are likewise successful in their fields of endeavors. The College had a list of distinguished men and woman at its help. Prof. Basilio Fernandez served as its dean from 1948 to 1977 who pushed for the excellent performance in the CPA Board Examinations. Throughout the University’s history, it has strongly demonstrated how a strong faculty, responsive academic program and an ever-supportive administration can produce graduates that would bring professional glory to U.L. Like the legendary bamboo, this higher education institution bent and bowed to the powerful forces of change, but in the end, regained its posture strength and grew even higher, strong and more durable as many more than 16,000 students at the onset to the middle part of the 80’s and continued to be one of the recognizable names in the field of education throughout the 20th century’s remaining years. Recognizing its solid achievements and capabilities, the Commission on Higher Education granted university status to the Luzon Colleges in 2002. After more than a half century, the founder’s dream was finally fulfilled and the University of Luzon UL) took its place in the rich history of Northern Luzon. All of the success is inspired by its strict adherence to its founder’s educational credo: “Perecias Y Valias” (skills and values) ingrained in every aspect of the school’s foundation curricular and methodology, faculty and administration, facilities and technology, research and meaningful extension services/ community outreach programs, among any others. The foundation build in this educational philosophy was so solid that it was able to weather the confusion and hardships of its initial stages in a post-war era, the dark and turbulent years of martial law, the devastation wrought by the July 1990 earthquake and the fire that ravaged a considerable portion of the university’s classrooms and other ancillaries in 2003.

PEREZ BOULEVARD, DAGUPAN CITY 2400 PHILIPPINES CENTER FOR INTEGRATED EXTENSION SERVICES THE VISIONARY, UNIVERSITY OF LUZON FOUNDING PRESIDENT: LAYING THE GROUNDWORKS FOR RELEVANT EDUCATION AND COMMUNITY SERVICE TO THE FILIPINO YOUTH The philosophy of the University of Luzon,” Perecias y Valias” (skills and values) is aptly reflected in the character of its first University Chancellor. An intellectual and an educator, an accountant and a lawyer, a decorated and battle-tested war hero, a successful businessman, a selfless public servant and a civic leader, a loving husband and a progressive father, an ingenious visionary who knows how to turn dreams into reality. Many consider Atty. Luis F. Samson a legend; an icon of excellence in the City of Dagupan and the Province of Pangasinan. He has contributed very substantially to the foundation of the system of education now well established in our country, of which he is generally acknowledged one of its builders. Now at 90, Dr. Samson still manages to retain his renowned sharpness, brilliance and wisdom. He still exudes unabated vitality, stamina, zeal, wisdom and educational, social, cultural and political concerns. These qualities helped him establish in 1948, an educational institution destined to be known as the University of Luzon. In December 1997, the Angles University Foundation conferred upon him the degree of Doctor of Pedagogy, honoris causa which is recognition of his abiding faith in the cause of higher education in the part of the country. The University of Luzon today is a silent tribute to his educational statesmanship.
