National Security Advisor Ajit Doval was also present at the meeting. The meeting took place days after a meeting of the Cabinet Committee on Security on April 23, following the terror attack on tourists in Pahalgam in which 26 people were killed. Government sources said the Prime Minister affirmed that it is India’s national resolve to deal a crushing blow to terrorism. The sources said PM Modi expressed complete faith and confidence in the professional abilities of the Indian Armed Forces. They said that PM Modi stated that the Indian Armed Forces have complete operational freedom to decide on the mode, targets, and timing of India’s response. The meeting, chaired by PM Modi on Tuesday, was attended by Army Chief Gen Upendra Dwivedi, Navy Chief Admiral Dinesh K Tripathi, and Air Chief Marshal New Delhi [India], April 25 (ANI): Former ISRO chairman Krishnaswamy Kasturirangan passed away in Bengaluru today at the age of 84. His body will be kept at the Raman Research Institute (RRI) for paying last respects on Sunday, from 10 am to 12 pm. “Dr K Kasturirangan has left for his heavenly abode this morning at 10:43 am at his residence in Bangalore. His body will be kept in Raman Research Institute (RRI) for paying last respects on Sunday, April 27th, from 10:00 am to 12:00 pm,” ISRO PRO said. A recipient of Padma Shri, Padma Bhushan, and Padma Vibhushan, Dr K Kasturirangan served as the chairman of ISRO for nine years from 1994 to 2003. He had also served as a member of the Rajya Sabha (2003–09) and a member of the Planning Commission of India. He played a key role in shaping India’s education policy as the chairman of the committee that drafted the National Education Policy 2020. Prime Minister Narendra Modi condoled the demise of Dr Kasturirangan, describing him as a towering figure in India’s scientific and educational journey. In a post on X, PM Modi said, “I am deeply saddened by the passing of Dr K Kasturirangan, a towering figure in India’s scientific and educational journey. His visionary leadership and selfless contribution to the nation will always be remembered. During his Mann Ki Baat address, PM Modi emphasized that the app provides real-time, geotagged early warning alerts to help individuals stay informed about potential disasters in their areas. He explained, “The most important thing in dealing with any natural disaster is your alertness. You can now get help in this alertness from a special app on your mobile. This app can save you from getting trapped in any natural disaster, and its name is ‘Sachet’.” He outlined that the app covers a range of natural disasters, including floods, cyclones, landslides, tsunamis, forest fires, avalanches, storms, hurricanes, and lightning. The app offers timely updates from the weather department and provides information in regional languages to ensure accessibility for a wider audience. “Sachet App also provides a lot of information in regional languages. Take advantage of this app and share your experience with us,” he said. The app allows users to receive alerts based on their current location or subscribe to notifications for specific states or districts across India. During her remarks, Patel also addressed the misuse of the United Nations platform by a particular delegation. Without naming Pakistan, she said, “It is unfortunate that one particular delegation has chosen to misuse and undermine this forum to indulge in propaganda and make baseless allegations against India.” Highlighting recent developments, she pointed to a public admission that has been widely reported. Patel said, “The whole world has heard Pakistan’s defence minister, Khwaja Asif, admitting and confessing Pakistan’s history of supporting, training and funding terrorist organisations in a recent television interview.” She stated that this confession simply reaffirmed what has been evident to the global community. Patel further added, “This open confession surprises no one and exposes Pakistan as a rogue state, fueling global terrorism and destabilising the region.” Concluding her statement, she called on the international community to respond appropriately to these realities. “The world can no longer turn a blind eye. Addressing a media briefing, Bessent said that Vance and Prime Minister Narendra Modi made “some very good progress” concerning the bilateral trade agreement. “I’m glad you brought up our Asian trading partners and allies. They have been the most forthcoming in terms of doing the deals. As I mentioned, Vice President Vance was in India last week. I think that he and PM Modi made some very good progress. So, I could see some announcements on India. I could see the contours of a deal with the Republic of Korea coming together and then we’ve had substantial talks with the Japanese,” he said. Vance was on an official visit to India from April 21 to 24 and said that India and the US have finalised terms of reference for the ongoing negotiations for completing a Bilateral Trade Agreement between the two countries. “What President Trump and Prime Minister Modi announced in February that our countries aimed to more than double our Lateral trade to 500 billion dollars by the end of the decade. I know that both of them meant it, and I’m encouraged by everything. Our nations are doing to get us there,” Vance said at an event in Jaipur. Both governments are working on a trade agreement built on shared priorities, including creating new jobs, building durable supply chains, and achieving prosperity for workers, he said. “As many of you are aware, both of our governments are hard at work on a trade agreement on shared priorities like creating new jobs, building durable Supply chains and achieving prosperity for our workers and in our meeting yesterday, Prime Minister Modi and I made very good progress on all of those points. And we are especially excited to formally announce that America and India have officially finalised the terms of reference for the trade negotiation. I think this is a vital step. I believe this is a vital step toward realising President Trump’s and Prime Minister Modi’s Vision because it sets a roadmap toward a final deal between our Nations,” he added. India on Tuesday said that the meetings for negotiation of Bilateral Trade Agreement (BTA) with United States are making “positive progress” and termed the discussions as “fruitful.” As part of ongoing discussions on the India-US Bilateral Trade Agreement, representatives of India’s Department of Commerce and the Office of the US Trade Representative met in Washington, DC, from April 23–25, 2025. This follows earlier bilateral discussions held in March 2025 in New Delhi. The Ministry further added that the team had fruitful discussions on a wide range of subjects, including tariff and nontariff matters, during the meetings in Washington, DC. The Indian and US sides held a meeting to discuss the ways for the first phase of the Bilateral Trade Agreement, which is scheduled to be finalised in the fall of the current year. “During the meetings in Washington, D.C., the team had fruitful discussions on wide ranging subjects covering tariff and nontariff matters. The team discussed the pathway for concluding the first tranche of the mutually beneficial, multi-sector Bilateral Trade Agreement by Fall of 2025, including through opportunities for early mutual wins. While productive Sectoral expert level engagements have taken place through the virtual format, in-person Sectoral engagements are planned from end of May,” the Ministry added. The Ministry added that these productive discussions are part of bilateral efforts in line with the Leaders’ Statement of February 2025, aimed at enhancing and expanding India-US economic ties and supply chain integration through the Bilateral Trade Agreement. As part of the BTA, leaders of both countries have set a bold new goal for bilateral trade – “Mission 500” – aiming to more than double total bilateral trade to USD 500 billion by 2030. Recognising that this level of ambition would require new, fairtrade terms, both countries have announced plans to negotiate the first tranche of a mutually beneficial, multi-sector Bilateral Trade Agreement (BTA) by the fall of 2025. Both countries have committed to designating senior representatives to advance these negotiations and to ensure that the trade relationship fully reflects the aspirations of the COMPACT. To advance this innovative, wideranging BTA, the US and India will take an integrated approach to strengthen and deepen bilateral trade across the goods and services sector, and will work towards increasing market access, reducing tariff and non-tariff barriers, and deepening supply chain integration. (ANI) New Delhi [India], April 29 (ANI): The Indian National Congress has called for a special parliamentary session to address the April 22 terror attack in Jammu and Kashmir’s Pahalgam, which claimed 26 innocent lives. In a letter to Prime Minister Narendra Modi on Monday, Congress President Mallikarjun Kharge urged the government to convene a special session of both Houses of Parliament in response to the attack. In his letter, Kharge stated that the proposed session would be a platform to express a joint stance on the attack and would demonstrate a collective resolve to address the situation. The Congress President also noted that the opposition’s beliefs in unity and solidarity are the need of the hour. “At this moment, when unity and solidarity is essential, Opposition believes that it is important to convene a special session of both houses of Parliament at the earliest. This will be a powerful demonstration of our collective resolve and will to deal with the brutal terror attack in Pahalgam on innocent citizens on 22 April 2025. It is our fond hope that the session will be accordingly convened,” the letter read. The request comes amid increased political focus on national security and responses to terrorism, amidst outrage and mourning following the terror attack on April 22. Earlier on Monday, the Jammu and Kashmir Legislative Assembly held a special session condemning the April 22 terror attack in Pahalgam. During the session, a resolution was adopted to express strong disapproval of the attack and to extend solidarity to the victims and their families. Jammu and Kashmir Deputy Chief Minister Surinder Choudhary moved the resolution condemning the Pahalgam terror attack at the start of the session, following opening remarks from speaker Abdul Rahim Rather. The resolution endorsed the diplomatic measures announced by the Union Government after the Cabinet Committee on Security meeting. The resolution was adopted without any division, following which the assembly session was adjourned sine die. Meanwhile, JK Chief Minister Omar Abdullah further affirmed that he won’t be demanding statehood for Jammu and Kashmir in the name of the 26 people who have died in a terror attack, noting that his politics was not “so cheap”. He, however, stated that he would still demand statehood for the region, but not at this very moment when the country still mourns the loss of the 26 people. The attack in Pahalgam is one of the deadliest attacks in the Valley since the 2019 Pulwama strike, in which 40 CRPF jawans were killed. Congress General Secretary KC Venugopal has instructed leaders to stick to the Congress Working Committee’s stated position on the issue in the resolution passed on April 24, 2025. “All functionaries are instructed to exercise utmost discipline and consistency in public communication. Those authorised to speak on behalf of the party must confine themselves to the CWC’s stated position in the resolution passed on April 24, 2025,” Congress General Secretary KC Venugopal said in a circular to the party leaders. “ A n y contravention of this directive will invite strict disciplinary action without exception. Meanwhile, the Congress party on Tuesday deleted the controversial post on X that had appeared to depict a headless figure of Prime Minister Narendra Modi with a caption ‘gayab’ (missing) and criticised him for the “security lapse” that led to a terrorist attack in Jammu and Kashmir’s Pahalgam. The post had shown an image of a kurta-pyjama and black sandals with the word “GAYAB” and the caption “Jimmedariyo ke samayGayab” (Missing during the time of responsibility). This drew strong criticism from the BJP and its allies. May 2, 2025 Friday INDIA THIS WEEK India and France Sign 63,000 Crore Deal for Rafale Marine Combat Aircraft to Strengthen Naval Aviation New Delhi [India], April 28 (ANI): India and France on Monday formalized a 63,000 crore defense agreement for the acquisition of 26 Rafale Marine combat aircraft, marking a major advancement in India’s naval aviation capabilities. The agreement was signed at the Defence Ministry headquarters at South Block in the national capital, the Indian Navy announced. The Cabinet Committee on Security had approved the deal earlier this month. Representing France at the signing ceremony was the French Ambassador to India, while Defence Secretary Rajesh Kumar Singh led the Indian delegation. Both nations’ Defence Ministers participated in the proceedings remotely. Originally, the French Defence Minister was scheduled to attend in person but had to cancel his visit due to personal reasons. The Indian Navy urgently requires new fighter jets for deployment on its aircraft carriers, as the current MiG29K fleet has reportedly faced performance issues stemming from maintenance challenges. The newly acquired Rafale Marine jets are slated for deployment aboard the INS Vikrant, which is presently operational. The governmentto-government agreement covers the purchase of 22 single-seater and four twin-seater Rafale M jets, each tailored to meet India’s specific operational requirements and optimized for aircraft carrier integration. These carrierbased fighters are being procured as an interim measure, bridging the gap until the indigenous development of India’s own carrier-borne fighter jet is completed. The Rafale M jets will augment the capabilities of INS Vikrant while also complementing the existing MiG-29K fleet. The Indian Air Force currently operates a fleet of 36 Rafale aircraft acquired through a separate deal finalized in 2016, with deployments at Ambala and Hasimara air bases. Speaking to ANI, Ranjeet Rai said that the Indian Navy will celebrate the signing of the agreement between India and France and termed it a “very important day.” He stated that the world would be reporting on India’s agreement on the procurement of 26 Rafale aircraft. It is a 5.3 stealth aircraft in the world. According to the Ministry of Defence, India and France signed the InterGovernmental Agreement (IGA) on Monday to procure 26 Rafale Aircraft (22 Single-Seaters and four Twin-Seaters) for the Indian Navy. The agreement includes training, simulators, associated equipment, weapons, and performance-based logistics. It also covers additional equipment for the Indian Air Force’s (IAF) existing Rafale fleet. Union Defence Minister Rajnath Singh and French Minister of Armed Forces Sebastien Lecornu signed the IGA. On April 28, 2025, Indian and French officials exchanged signed copies of the agreement, aircraft package supply protocol, and weapons package supply protocol at Nausena Bhawan in New Delhi in the presence of Defence Secretary Rajesh Kumar Singh. The agreement supports the government’s focus on ‘Aatmanirbhar Bharat’ (self-reliant India), as it includes the transfer of technology for integrating, repairing, and maintaining weapons in India. The statement read, “In line with the Government’s thrust on Aatmanirbhar Bharat, the agreement includes the transfer of technology for the integration of indigenous weapons in India. It also includes setting up production facilities for the Rafale fuselage as well as maintenance, repair, and overhaul facilities for aircraft engines, sensors, and weapons in India. The deal is expected to generate thousands of jobs and revenue for a large number of MSMEs (Micro, Small, and Medium Enterprises) in setting up, production, and running these facilities.” (ANI) New Delhi [India], April 29 (ANI): The Central Consumer Protection Authority (CCPA) has taken suo moto action against five restaurants—Makhna Deli, Xero Courtyard, Castle Barbeque, Chaayos, and Fiesta by Barbeque Nation—for failing to refund mandatory service charges despite a judgment held by the Hon’ble High Court of Delhi, the Ministry of Consumer Affairs, Food & Public Distribution said. The notices have been issued under the Consumer Protection Act, 2019, directing the restaurants to refund the service charge amounts. The Ministry of Consumer Affairs, Food and Public Distribution said that this measure is aimed at reducing the undue pressure on consumers to pay an additional amount at the time of availing services at any restaurant, as no hotel or restaurant shall force a consumer to pay a service charge, nor shall a service charge be collected from consumers by any other name. The Central Consumer Protection Authority (CCPA) issued guidelines on July 4, 2022, to curb unfair trade practices and protect consumer interests regarding service charges in hotels and restaurants. Earlier, on March 28, 2025, the Delhi High Court upheld the CCPA guidelines on service charges. Subsequently, it came to the notice of the Central Consumer Protection Authority (CCPA), through complaints received on the National Consumer Helpline (1915), that grievances had been registered alleging that certain restaurants continued to impose a mandatory service charge without obtaining prior consent from consumers. This practice disregarded consumer rights and constituted unfair trade practices under the Consumer Protection Act, 2019. The Central Consumer Protection Authority (CCPA) was established under Section 10 of the Consumer Protection Act, 2019. Its primary mandate is to regulate matters related to the violation of consumer rights, unfair trade practices, and false or misleading advertisements that are detrimental to the interests of the public and consumers at large.
