Both nations focused on energy, semiconductors, and defence, including collaboration on solar energy, green hydrogen, and clean tech; strengthening value chains, innovation, and workforce development; regular exercises; defence industry collaboration; and counter-terrorism efforts. With Malaysia accounting for roughly 13% of global semiconductor trade, the leaders sought to integrate India’s design capabilities with Malaysia’s manufacturing and packaging strengths. The revisions come after last week’s announcement of a frame- work for an interim reciprocal trade agreement aimed at boosting bilateral commerce. The framework for the Interim Agreement was finalised following a phone conversation between Prime Minister Narendra Modi and US President Donald Trump. The earlier document noted, “India will eliminate or reduce tariffs on all US industrial goods and a wide range of US food and agricultural products, including dried distillers’ grains (DDGs), red sorghum, tree nuts, fresh and processed fruit, certain pulses, soybean oil, wine and spirits, and additional products.” The updated version removes the reference to “certain pulses” from this list.On digital trade, the initial factsheet mentioned, “India will remove its digital services taxes” and “committed to negotiate a robust set of bilateral digital trade rules that address discriminatory or burdensome practices and other barriers to digital trade.” The current version drops the claim that “India will remove its digital services taxes” and retains only that “India committed to negotiate a robust set of bilateral digital trade rules.” Under the proposed arrangement, the US will reduce tariffs on Indian goods to 18 per cent from the current 50 per cent. As part of the broader engagement, US President Donald Trump has removed the 25 per cent tariffs imposed on India in August last year over purchases of Russian oil, noting that New Delhi has committed to stopping direct or indirect imports of oil from Moscow and has undertaken “significant steps” in this direction. FRIDAY, FEBRUARY 13, 2026 Meghalaya Coal Mine Blast: Death Toll Rises to 18 in Meghalaya Coal Mine Blast Incident Shillong (Meghalaya) [India], February 5 (ANI): The death toll in the coal mine blast incident in the Thangskai area of Meghalaya’s East Jaintia Hills district has risen to 18, police officials said on Wednesday. Superintendent of Police Vikash Kumar said information was received in the morning about an explosion at an illegal coal mine in Mynsyngat, Thangsko (Thangskai), under the Umpleng police outpost area, following which police personnel rushed to the site. In a press release, SP Kumar confirmed that an explosion had occurred inside an illegal coal mine and several persons were suspected to be trapped. During the rescue operation, 18 bodies were recovered from the site. “During the course of the rescue operation, a total of 18 dead bodies have been recovered from the site of the explosion. One injured person was rescued and initially shifted to Sutnga Community Health Centre and subsequently referred to a higher medical center for further treatment,” the release stated. Teams from the National Disaster Response Force, State Disaster Response Force, and Special Rescue Team are actively engaged at the site, and rescue and recovery operations are continuing. In connection with the incident, a first information report has been registered at Khliehriat police station under sections 105, 118(2), and 3(5) of the Bharatiya Nyaya Sanhita; sections 21 and 21(1) of the Mines and Minerals (Development and Regulation) Act, 1957; and section 3 of the Explosives Substances Act. SP Kumar said anyone with information about other individuals involved in the illegal activity is requested to inform the nearest police station. He added that the identity of informants will be kept confidential and a suitable reward will be given. Further investigation is underway. Prime Minister Narendra Modi announced ex gratia assistance of Rs 2 lakh each for the families of the 18 victims who lost their lives in the tragic incident. Those injured in the blast will receive Rs 50,000 each. One person sustained burn injuries in the incident. The ex gratia assistance will be provided from the Prime Minister’s National Relief Fund. In a post on X, the Prime Minister said he was pained by the mishap in East Jaintia Hills and expressed condolences to the bereaved families, while wishing a speedy recovery for the injured. Meanwhile, Meghalaya Chief Minister Conrad K. Sangma said the state government has ordered an inquiry into the coal mine incident. He said accountability will be fixed and those responsible will face strict legal action. “Profoundly saddened by the tragic coal mine incident in East Jaintia Hills. My deepest sympathies are with the families who have lost their loved ones in this unfortunate tragedy. The Government of Meghalaya has ordered a comprehensive inquiry into the incident. Accountability will be fixed, and those responsible will face strict legal action. There will be no compromise when it comes to the safety of lives,” Sangma posted on X. He added that the state stands in solidarity with all those affected during this moment of sorrow “Painful to hear about loss of lives”: President Murmu, PM Modi, leaders condole Meghalaya coal mine tragedy President Droupadi Murmu on Thursday expressed deep sorrow over the loss of lives in a coal mine explosion in Meghalaya’s East Jaintia Hills district, describing the incident as “painful” and extending condolences to the bereaved families. “It is painful to hear about the loss of lives of workers in an unfortunate accident in the East Jaintia Hills district of Meghalaya. I convey my heartfelt condolences to the bereaved families and pray for the early recovery of the injured,” the President said in a post on X. At least 18 people were killed in a dynamite explosion at a suspected illegal coal mine in the Mynsyngat, Thangsko (Thangskai) area around 11 am on Thursday. One person sustained injuries and has been hospitalised. The mine is located in a remote area, about 25 km from the district headquarters, accessible only by four-wheel-drive vehicles, posing challenges to rescue operations. Prime Minister Narendra Modi also condoled the deaths and announced ex-gratia compensation of Rs 2 lakh each to the next of kin of the deceased from the Prime Minister’s National Relief Fund (PMNRF), while the injured will receive Rs 50,000. “Pained by the mishap in East Jaintia Hills, Meghalaya. Condolences to those who lost their loved ones. May the injured recover at the earliest,” the Prime Minister said. Vice President C P Radhakrishnan expressed grief over the tragedy and prayed for the speedy recovery of the injured. Union Home Minister Amit Shah spoke to Meghalaya Chief Minister Conrad K Sangma and assured all possible support from the central government. The Chief Minister thanked the Prime Minister for the timely as- sistance and announced an additional ex-gratia of Rs 3 lakh from the Meghalaya government to the families of the deceased. Union Minister for Coal and Mines G Kishan Reddy said the incident caused him “deep anguish” and stressed the need to curb illegal mining in the state. He confirmed that Meghalaya has no government-operated or auctioned coal mines and said the ministry has sought a detailed report from the state government. “Illegal coal mining occurs there. This needs to be stopped under the supervision of the state government. Such accidents should not occur,” Reddy said. Whoever is responsible for this incident will face very strict action. We will not let go of anybody who is involved in this,” Sangma said while addressing a press conference here.” At the same time, with the start of scientific mining, it is expected that all miners will apply for the mining. Now, there is an option. These are things that cannot be tolerated anymore. Those involved in any mining activities should not engage in illegal activities that can endanger lives. We are waiting for further report that comes in. Based on that, I will be in regular touch with the press,” he added.Sangma informed that about 18 people are dead because of the blast, while one injured person has been rushed to the hospital. Congress leader Priyanka Gandhi Vadra and Samajwadi Party chief Akhilesh Yadav also expressed condolences and called for accountability and adequate financial assistance to the affected families. Police have appealed to the public to share information related to illegal mining activities, assuring confidentiality and rewards. According to her father, Nand Kishore, the incident occurred on October 29, 2025, and she died while being taken to the hospital for treatment. He claimed that a relative, his cousin’s brotherin-law, who lives on the floor below, had given the acid to her. “My daughter was made to drink acid on 29 October. My cousin’s brother-in-law had given it to her. He lives on the floor below mine. She would have turned 16 on 8 March. The police say they are investigating. She died while I was taking her to the hospital,” he told ANI. However, the Shahdara police clarified that a medico-legal case was filed at Maulana Azad Hospital on 29 October 2025, where the record only mentioned “acid ingestion”, and no history of assault was reported. “At that time, the girl and her mother stated that she had ingested the acid voluntarily following an argument with her husband, Bhura alias Subhash, a resident of Thiryasalahpur village in Rampur, Uttar Pradesh.” Police said that later, on January 29, the victim’s mother lodged a complaint at Geeta Colony Police Station, alleging that her daughter had been sexually assaulted by Bhura and forced to consume acid on 29 October 2025. Based on this complaint, a case was registered under Sections 65 and 351(2) of the BNS and Section 6 of the POCSO Act. “The victim reportedly gave contradictory statements before the magistrate regarding the acid ingestion,” police said. Following the incident, the girl was not admitted to any hospital and stayed at her parents’ home. On 7 February 2026, her father brought her to the emergency department of LNJP Hospital, where she was declared dead. An autopsy was conducted the following day, on February 8, police said. The approvals cover projects across Southern Railway, Northern Railway, and South Eastern Railway, including line doubling, third and fourth lines, bypass corridors, and the installation of advanced electronic interlocking systems. Among the key projects is the Barbenda– Damrughutu doubling and the Damrughutu–Bokaro Steel City third and fourth line project in Jharkhand under South Eastern Railway. This capacity expansion is a critical component of India’s Energy, Mineral and Cement Corridor. At present, the line is operating at 108 per cent utilisation, with train detention ranging between 90 and 150 minutes. The route handles 78 trains daily, including 38 passenger and 40 freight services, and supports a freight throughput of 35.22 million tonnes per annum (MTPA). Without augmentation, utilisation was projected to rise to 132 per cent by 2028–29. The project strengthens connectivity to key industrial and energy hubs, including Central Coalfields, cement and steel plants, Hindustan Petroleum Corporation Limited (HPCL) Depot, Bharat Petroleum Corporation Limited (BPCL) Depot, and the Bokaro Steel City industrial ecosystem. By enhancing capacity, the expansion will directly improve energy logistics, industrial output, and the efficiency of national supply chains. To further enhance safety and operational efficiency, Indian Railways has also approved the implementation of Electronic Interlocking (EI) at 34 stations across Northern Railway routes where the Kavach train protection system is being rolled out. This includes 21 stations in the Delhi Division at a cost of Rs 292.24 crore and 13 stations in the Ambala Division at a cost of Rs 129.17 crore. These upgrades will enable faster and safer train operations, improve the reliability of signalling systems, support higher train frequencies on high-density routes, and complement modern train protection systems. The approval of the Rajpura Bypass Line will significantly enhance capacity and operational efficiency on the Ambala–Jalandhar section, one of the busiest corridors on Northern Railway. The project will provide direct rail connectivity between the New Shambhu Dedicated Freight Corridor (DFC) station and the Kauli station on the Rajpura–Bathinda line, enabling freight trains to bypass the congested Rajpura Yard. This will streamline freight movement, ease pressure on existing lines, and support the project- ed rise in traffic demand, while ensuring smoother integration with the DFC and more reliable passenger and freight operations across the region. Another strategically important project removes a critical single-line constraint on the Ernakulam–Turavur–Kayankulam route. Once completed, it will enable nine additional passenger trains per day in each direction, add 2.88 million tonnes per annum (MTPA) of freight capacity, and generate an additional Rs 3.23 crore in annual earnings. Addressing the last remaining single-line stretch on this corridor will ensure smoother, uninterrupted train movement, enhance travel reliability for long-distance passengers, and strengthen inter-State freight flows within Kerala, while decongesting major junctions for faster, seamless travel. The Palakkad bypass project will provide immediate operational and passenger benefits by eliminating engine reversal at Palakkad Junction in Kerala for multiple train services. It will reduce the average detention of passenger trains by 40–44 minutes and cut freight detention by up to 120 minutes per train, while also supporting additional passenger services planned from Palakkad Junction. By streamlining train movements, the bypass will significantly improve punctuality on routes connecting Shoranur, Thiruvananthapuram, and Pollachi, while easing congestion at one of Southern Railway’s busiest junctions. One of the most significant developments for Tamil Nadu is the approval of doubling the Irugur–Podanur section, a crucial link on the Chennai–Thiruvananthapuram corridor. This project will allow the operation of 15 additional passenger trains per day and increase freight capacity by 3.12 million tonnes per annum (MTPA), with annual net earnings expected to rise by Rs 11.77 crore. Currently, line capacity utilisation stands at 60 per cent, but with this expansion it is projected to reach 131 per cent by 2027–28, highlighting the urgency and strategic importance of the project. With multiple quadruplication projects already completed or underway on adjoining stretches, the doubling of this section will ensure that the entire Chennai–Coimbatore–Podanur belt transforms into a high-capacity, four-line corridor. This will directly benefit industrial hubs such as Coimbatore, improve terminal operations at Podanur, and support new train services to northern destinations. These approvals reaffirm that Indian Railways remains fully prepared to deliver world-class rail infrastructure at scale. With timely cooperation from State Governments, these projects will translate into faster journeys, higher freight efficiency, improved safety, and sustained economic growth. (ANI)

FRIDAY, FEBRUARY 13, 2026 41% Share of Taxes Devolved to States, Estimated at Rs 25.44 Lakh Crore in FY27: Sitharaman New Delhi [India], February 11 (ANI): Union Finance Minister Nirmala Sitharaman on Wednesday assured the Lok Sabha that 41 per cent of the divisible pool of taxes is being devolved to States, stating that no State’s share has been reduced. “We have transferred 41 per cent of the divisible pool to the States. No State’s share has been reduced,” Sitharaman said while replying to the debate on the Union Budget 2026–27. She added that States’ share of tax devolution in the coming financial year is estimated at Rs 25.44 lakh crore, marking an increase of Rs 2.7 lakh crore over the previous year. Citing the 16th Finance Commission, the Finance Minister said the panel had analysed fund devolution between 2018 and 2023 and concluded that the Centre’s transfers to States during each of those years exactly matched the Commission’s recommendations. Capital Expenditure Push and Support to States On the recommendation of State Finance Ministers, Sitharaman announced that 50-year interest-free capital expenditure loans under the Special Assistance to States for Capital Investment scheme have been enhanced to Rs 2 lakh crore. She said that while the Centre’s own capital expenditure stands at Rs 12.2 lakh crore in FY27, the effective capital expenditure, including States and Union Territories, rises to Rs 17.1 lakh crore, which is 4.4 per cent of GDP. “This effective capex will give a strong push to the goal of Viksit Bharat,” Sitharaman said. Infrastructure, Skilling, and Industrial Growth The Finance Minister highlighted the Cen- tre’s expanded infrastructure focus, which includes roads, national highways, and inland waterways to reduce logistics costs, especially for land-locked States. She reiterated the Centre’s willingness to collaborate with States on Mega Textile Parks, particularly in industrial and ‘new-age’ textiles used in manufacturing sectors such as automobiles. “We welcome any State that wants to enter this area. The Centre is willing to collaborate,” she said. Sitharaman also emphasised the integration of skilling into education, announcing plans for mega entrepreneurship and education hubs near industrial clusters, enabling students to emerge as job creators rather than job seekers. Credit Growth and Employment Initiatives Addressing concerns over credit availability, Sitharaman said there was no shortage of lending to industry, including MSMEs. “Total credit expanded by 13.8 per cent in the current financial year. As of January 15, 2026, nonfood bank credit grew by 13 per cent, while NBFC credit rose by 15.4 per cent,” she said. On employment generation, the Finance Minister announced the development of five Regional Medical Hubs to promote medical tourism, expected to create one lakh jobs over five years. She also said that five large Textile-to-Leather Parks would be established and that a comprehensive senior-citizen care ecosystem is being devel- oped, under which 1.5 lakh caregivers will be trained this year. Direct Tax Collections Show Strong Growth Meanwhile, India’s net direct tax collections for FY26 rose by 9.40 per cent to Rs 19.43 lakh crore as of February 10, 2026, according to data released by the Income Tax Department. Gross direct tax collections stood at Rs 22.78 lakh crore, up 4.09 per cent year-on-year, while refunds declined by 18.82 per cent to Rs 3.34 lakh crore. Net corporate tax collections rose to Rs 8.89 lakh crore, while non-corporate taxes increased to Rs 10.03 lakh crore. Securities Transaction Tax (STT) collections remained broadly stable at Rs 50,279 crore. Sitharaman is expected to reply to the Budget debate in the Rajya Sabha on Thursday. (ANI)

New Delhi [India], February 7 (ANI): US Ambassador to India Sergio Gor on Saturday credited Prime Minister Narendra Modi and US President Donald Trump for the India–US joint statement on trade, praising their leadership and vision. In a statement issued after the announcement, Greer said the agreement would significant- ly benefit US workers, farmers, and producers by lowering tariffs across all US industrial goods and a broad range of agricultural products. “President Trump’s dealmaking is unlocking one of the largest economies in the world for American workers and producers, lowering tariffs for all US industrial goods and a wide array of agricultural products,” Greer said. She added that the announcement re- Delhi HC denies anticipatory bail to woman accused of child trafficking, employing in illicit liquor sale New Delhi [India], February 6 (ANI): The Delhi High Court denied anticipatory bail to a woman accused of trafficking a child from her native place to be employed in the illicit business.The High Court held grant of anticipatory bail in such cases where a child is exploited in the commission of crimes would send very wrong signals across the society. The High Court observed, “In the recent past, exploitation of children in the commission of crimes is increasing day by day; children are now often used as a weapon by hardened criminals to escape penal action.”Justice Girish Kathpalia rejected the anticipatory bail application of Savitri on February 4, 2026. The High Court noted that the custody of the accused is required to determine if other children are trafficked.While rejecting the bail plea, the bench noted that the accused is also involved in 17 more cases of a similar nature and one case under the NDPS Act. Even subsequent to the present case, the accused came to be involved alongwith her family members in two more cases of a similar nature. The bench noted that, based on the investigation conducted so far, it appears the accused received monetary benefits in the process. The PhonePe account statement of the accused is being exam- 9 ined by the investigators.” Considering the above circumstances, I do not find it a fit case to grant anticipatory bail to the accused/applicant,” the bench said.The allegation against the accused is that she trafficked a child from a native village and got him employed in Delhi in the sale of illicit liquor. An FIR was lodged at Sangam Vihar police station in 2025.The FIR was registered on the statement of a constable, who, during patrol duty, witnessed the sale of illicit liquor in a narrow lane of the Sangam Vihar area. “When the constable tried to apprehend the lady Kajal, who was selling the illicit liquor alongwith the child ran away, but the child got apprehended alongwith the pouches of illicit liquor in a plastic bucket.” In the course of investigation, it came out that the child had been brought to Delhi by the accused, who is a close relative of the lady Kajal found selling illicit liquor and the entire family of the said lady, as well as the accused, are engaged in the sale of illicit liquor, police said. Counsel for the accused, Savitri, argued that even according to the prosecution’s case, her only role was to bring the child to Delhi, and there is nothing to suggest that she brought him to Delhi for the sale of illicit liquor. It was also argued that against the accused/applicant, there is no material to connect her to the alleged sale of illicit liquor. In the course of investigation, it came out that the child had been brought to Delhi by the accused, who is a close relative of the lady Kajal found selling illicit liquor and the entire family of the said lady, as well as the accused, are engaged in the sale of illicit liquor. Additional Public Prosecutor (APP) Sanjeev Sabharwal strongly opposes the plea, submitting that, based on the investigation conducted so far, the accused was actively involved in the illicit liquor sale racket and even received money in the process.Prosecution also submitted that custodial interrogation of the accused is necessary in order to determine if more children in a similar fashion have been trafficked by the accused for being used in the commission of crimes.
